The City seeks qualified firms to implement Oracle Utilities Customer Cloud Service (CCS) and Oracle Fusion Field Service (OFFS) to support water, wastewater, and solid waste utility operations serving approximately 32,451 meters across 28,054 residential and 5,045 commercial customers, with data conversion requirements encompassing 30,631 customer records and 394,533 historical bills. The scope of work includes project management, business process review and configuration, system implementation, integration, data conversion, testing, training, change management, go-live support, knowledge transfer, and post-implementation support. A non-mandatory pre-proposal meeting is scheduled for September 30, 2026, at 11:00 a.m. via Microsoft Teams; the question submission deadline is October 7, 2026, at 4:00 p.m.; and proposals are due on October 14, 2026, at 2:00 p.m. EST. Selection committee evaluation is scheduled for October 21, 2026, with potential presentations on November 4, 2026. Implementation is projected to commence in October 2026 with go-live targeted for June or July 2027, and the contract term is five years.
Evaluation criteria are weighted as follows: software functionality (20 points), implementation methodology and approach (30 points), vendor viability, capability, and background (20 points), post-implementation support (15 points), technology considerations (5 points), and cost (10 points). Pricing must be submitted on a fixed-fee basis by project milestone with invoicing upon City acceptance. Insurance requirements include commercial general liability of $1 million per occurrence, professional liability of $1 million per claim with a maximum $100,000 deductible, and cyber liability of $1 million per claim. The contract includes a 12-month warranty, service level agreements with defined availability and recovery metrics, and a 2.5-times-fee limitation of liability. Proposers need not be authorized Oracle resellers and may acquire software directly from Oracle or through the implementation partner. Joint proposals are permitted with one firm designated as the primary contact. The City recently completed Oracle Fusion ERP implementation in January 2026 and requires integration with five existing systems: Paymentus, ITRON AMI software, WaterSmart, InfoSend, and a Point of Sale application under evaluation. All proposals must include comprehensive functional requirements responses addressing 379 specifications, five relevant project references from comparable clients, and consulting team experience matrices.

1. INTRODUCTION
2. EVALUATION CRITERIA
1. INTRODUCTION
1.1. Summary
The City of Fort Myers, Florida ("the City"), is soliciting proposals from qualified firms to provide professional implementation services for a new Utility Billing System (UBS) that will support the
City's water, wastewater, and solid waste utility operations. Through this Request for Proposals
(RFP), the City intends to acquire the rights to use a Utility Billing System that satisfies the functional, technical, and implementation requirements identified herein.
1.2. Background
The City of Fort Myers (the “City”), established in 1886, is located on the southern west coast of
Florida. It is the cultural and trade center for Lee County and the surrounding area. The City was built on the site of Fort Harvie and was named for Colonel Abraham Charles Myers, then
Chief Quartermaster of Florida. The City has approximately 1,100 employees serving a population of just over 101,000 full-time permanent residents. According to the Lee County
Visitor & Convention Bureau, nearly 3.3 million people visit Fort Myers each year and spend over 3.3 billion dollars while in the area.
The City is situated between Tampa and Miami along scenic U.S. Highway 41, also known as
Tamiami Trail. Recent accolades for the City of Fort Myers include recognition as one of
Florida’s most desirable coastal communities and one of the nation’s fastest-growing areas.
Most recently, WalletHub ranked Fort Myers the No. 2 best small city in America to start a business, reflecting the community’s strong entrepreneurial environment, access to investment capital, and continued business growth.
The City of Fort Myers is committed to providing exceptional municipal services to residents, businesses and visitors in a fiscally responsible manner while preserving the City’s rich history, diverse culture, and charming lifestyle.
The City has recently implemented Oracle Enterprise Resource Planning (ERP) solutions for core business functions, including Financial Management, Human Resources, Payroll, and related administrative operations. As part of its long-term technology strategy, the City has elected to standardize around Oracle solutions whenever practical. Accordingly, the City is seeking an experienced implementation partner to deploy Oracle Utilities Customer Cloud Service
(CCS), and Oracle Fusion Field Service (OFFS) to ensure seamless integration with the
City's Oracle ERP environment.
The selected proposer will be responsible for providing the professional services necessary to successfully implement Oracle Utilities Customer Cloud Service (CCS), and Oracle
Fusion Field Service (OFFS). Services are expected to include, but are not limited to, project management, business process review and configuration, system implementation, integration, data conversion, testing, training, change management, go-live support, knowledge transfer, and post-implementation support.
Oracle Utilities Work and Asset Cloud Service (WACS) is currently considered to be out of scope for this project. The City is, however, prepared to consider bringing it in scope, if it is deemed necessary to meet the City’s functional requirements.
Proposers are not required to be authorized resellers of the Oracle software. The City will consider proposals under which the software is acquired directly from Oracle or through the implementation partner acting as a reseller. Proposers should clearly identify the proposed software acquisition approach and any associated responsibilities.
Proposals should include a comprehensive description of the proposed implementation methodology, project governance structure, staffing plan, and the roles and responsibilities of all key project personnel. Proposers should also clearly define all implementation activities, project deliverables, assumptions, dependencies, and the scope of post-implementation support and ongoing services.
