About this file

This is an Addendum to a Request for Proposals (RFP 26-106) issued by the City of Fort Myers, Florida, for professional implementation services for a new Utility Billing System. The City seeks qualified implementation partners to deploy Oracle Utilities Customer Cloud Service (CCS) and Oracle Fusion Field Service (OFFS) to support water, wastewater, and solid waste utility operations. The scope of work includes project management, business process review and configuration, system implementation, integration, data conversion, testing, training, change management, go-live support, knowledge transfer, and post-implementation support. Oracle Utilities Work and Asset Cloud Service (WACS) is currently out of scope but may be brought in scope if necessary. The solicitation was released on September 18, 2026, with a non-mandatory pre-proposal meeting scheduled for September 25, 2026 at 10:00 am via Microsoft Teams. The question submission deadline is October 7, 2026 at 4:00 pm, and proposals must be submitted electronically by October 14, 2026 at 2:00 pm EST. Selection committee evaluation is scheduled for October 21, 2026, with presentations potentially occurring on November 4, 2026. All submissions must be made through the City's OpenGov portal at https://procurement.opengov.com/portal/cityftmyers. Inquiries should be directed to Denise Finn, Procurement Manager, at (239) 321-7242 or dfinn@fortmyers.gov.

Evaluation criteria are weighted across six categories: software functionality (20 points), implementation methodology and approach (30 points), vendor viability and capability (20 points), post-implementation support (15 points), technology considerations (5 points), and cost (10 points). The cost evaluation considers software license fees, implementation service fees, training, consultant travel, and favorable maintenance terms including potential waivers for Year 1 or delayed commencement of support fees. Proposers are not required to be authorized Oracle resellers and may acquire software directly from Oracle or through the implementation partner. The City will consider both on-premise licensed and cloud-based solutions. Proposals must clearly identify the software acquisition approach, comprehensive implementation methodology, project governance structure, staffing plan, roles and responsibilities of key personnel, implementation activities, deliverables, assumptions, dependencies, and the scope and duration of post-implementation support. A cone of silence is in effect from the advertisement date until final contract award, during which all solicitation communications must be submitted in writing to the designated procurement representative.

1. INTRODUCTION

2. EVALUATION CRITERIA

1. INTRODUCTION

1.1. Summary

The City of Fort Myers, Florida ("the City"), is soliciting proposals from qualified firms to provide professional implementation services for a new Utility Billing System (UBS) that will support the

City's water, wastewater, and solid waste utility operations. Through this Request for Proposals

(RFP), the City intends to acquire the rights to use a Utility Billing System that satisfies the functional, technical, and implementation requirements identified herein.

1.2. Background

The City of Fort Myers (the “City”), established in 1886, is located on the southern west coast of

Florida. It is the cultural and trade center for Lee County and the surrounding area. The City was built on the site of Fort Harvie and was named for Colonel Abraham Charles Myers, then

Chief Quartermaster of Florida. The City has approximately 1,100 employees serving a population of just over 101,000 full-time permanent residents. According to the Lee County

Visitor & Convention Bureau, nearly 3.3 million people visit Fort Myers each year and spend over 3.3 billion dollars while in the area.

The City is situated between Tampa and Miami along scenic U.S. Highway 41, also known as

Tamiami Trail. Recent accolades for the City of Fort Myers include recognition as one of

Florida’s most desirable coastal communities and one of the nation’s fastest-growing areas.

Most recently, WalletHub ranked Fort Myers the No. 2 best small city in America to start a business, reflecting the community’s strong entrepreneurial environment, access to investment capital, and continued business growth.

The City of Fort Myers is committed to providing exceptional municipal services to residents, businesses and visitors in a fiscally responsible manner while preserving the City’s rich history, diverse culture, and charming lifestyle.

The City has recently implemented Oracle Enterprise Resource Planning (ERP) solutions for core business functions, including Financial Management, Human Resources, Payroll, and related administrative operations. As part of its long-term technology strategy, the City has elected to standardize around Oracle solutions whenever practical. Accordingly, the City is seeking an experienced implementation partner to deploy Oracle Utilities Customer Cloud Service

(CCS), and Oracle Fusion Field Service (OFFS) to ensure seamless integration with the

City's Oracle ERP environment.

The selected proposer will be responsible for providing the professional services necessary to successfully implement Oracle Utilities Customer Cloud Service (CCS), and Oracle

Fusion Field Service (OFFS). Services are expected to include, but are not limited to, project management, business process review and configuration, system implementation, integration, data conversion, testing, training, change management, go-live support, knowledge transfer, and post-implementation support.

Oracle Utilities Work and Asset Cloud Service (WACS) is currently considered to be out of scope for this project. The City is, however, prepared to consider bringing it in scope, if it is deemed necessary to meet the City’s functional requirements.

Proposers are not required to be authorized resellers of the Oracle software. The City will consider proposals under which the software is acquired directly from Oracle or through the implementation partner acting as a reseller. Proposers should clearly identify the proposed software acquisition approach and any associated responsibilities.

Proposals should include a comprehensive description of the proposed implementation methodology, project governance structure, staffing plan, and the roles and responsibilities of all key project personnel. Proposers should also clearly define all implementation activities, project deliverables, assumptions, dependencies, and the scope of post-implementation support and ongoing services.
