About this file
This is a Prime/Subcontractor Form for Volusia County's DeLand Courthouse Chiller Energy Plant (CEP) Upgrades and Efficiency Improvements project (Contract No. C-2014, ITB No. 25-B-##XX). The form requires all bidders to disclose all proposed subcontractors and their respective work scopes, with failure to complete and return the form resulting in a non-responsive bid. The project involves comprehensive replacement of the existing chiller plant infrastructure, including two 500-ton water-cooled chillers, primary and secondary chilled water pumps, and associated mechanical, electrical, and control system components at 101 N. Alabama Avenue in DeLand, Florida. A non-mandatory pre-bid meeting is scheduled for January 22, 2026, at 10:30 am at the courthouse loading dock, with question submissions due by February 5, 2026, at 11:59 pm. Electronic bids must be submitted through the County's eProcurement Portal by February 19, 2026, at 3:01 pm, and will be publicly opened via Microsoft Teams on the submission deadline. The contract term is 180 days upon award.
Bidders must complete the form by entering the total bid price in the designated green-shaded cells, including dollar values and percentage of work for both the prime contractor and all subcontractors, with total work percentages equaling 100%. The estimated project construction cost is $1,750,000.00. Bid bonds valued at 5% of the total bid price are required, and the County will evaluate bids based on conformance to requirements, bidder capability, subcontractor qualifications, proportional work performed, previous contract performance, and maintenance capabilities. Local business preference provisions apply, offering a 3% preference for prime contractors with a permanent location in specific Central Florida counties for at least six months, or a 2% preference if 51% or more of subcontracted work is performed by local businesses, with a maximum combined preference of 5%. The prime contractor is responsible for ensuring all subcontractors hold appropriate licenses, and any subcontractor changes during project completion require prior written approval from the County Project Manager.
