About this file
This document is a detailed Service Performance Standards attachment for a transit management contract with Volusia County, Florida (RFP 24-P-64AK), outlining key performance metrics for both Fixed Route and Paratransit transit services. The document specifies acceptable minimum and goal performance levels across multiple service dimensions, including on-time performance, missed trips, preventable accidents, customer complaints, preventative maintenance, and operator qualifications, with corresponding financial disincentives for underperformance and incentives for exceeding goals.
The performance standards include specific monetary penalties and rewards, such as $2,000 monthly disincentives for fixed route on-time performance below 95%, $200 per missed trip, $1,000 incentives for achieving goals in areas like preventable accidents and preventative maintenance, and $1,000 penalties for issues like unreported vehicle accidents or late submission of monthly transit data. The contract appears to be structured to strongly motivate high-quality service delivery through a comprehensive system of financial consequences that encourage the transit operator to maintain exceptional operational standards across all measured performance categories.
