About this file

This document is a Key Performance Indicator (KPI) attachment for a Transit Management Request for Proposal (RFP 24-P-64AK) for Volusia County, Florida, detailing performance standards for fixed route and paratransit transit services. The performance standards outline specific metrics for on-time performance, missed trips, preventable accidents, customer complaints, preventative maintenance, operator qualifications, and other operational requirements for both fixed route and paratransit services.

The document includes detailed financial incentives and disincentives for meeting or failing to meet the specified performance standards. For fixed route services, contractors can earn up to $1,000 in monthly incentives for exceeding minimum performance levels, while facing penalties such as $2,000 for not meeting on-time performance standards or $200 per missed trip. Paratransit services have similar incentive structures, with potential monthly incentives up to $5,000 for maintaining approved trip levels and $1,000 for achieving specific performance goals. Additional performance standards include implementing cost-saving measures, timely reporting of accidents, and submitting required monthly data, with potential incentives or penalties ranging from $50,000 to $1,000 per incident.
