About this file
This is a pre-bid meeting presentation for the Mark Twain Library Energy Efficiency Upgrade project issued by the City of Long Beach, California. The project scope consists of removal and replacement of existing mechanical units with associated structural improvements and roof patching. The project is located at 1401 E. Anaheim Street, Long Beach, California 90813. The mandatory pre-bid conference was held on June 12, 2024, at 9:30 A.M., with a mandatory job site walkthrough scheduled for the same day at 11:30 A.M. Requests for information (RFI) were due by June 19, 2024 (14 calendar days prior to bid opening). Bids were due electronically through Long Beach Buys on July 3, 2024, by 10:00 A.M., with council award anticipated for late August 2024. The approximate project schedule runs from September 2024 through June 2025. Contractors must be registered with the Department of Industrial Relations (DIR) and hold a California C-20 license. Attendees of the pre-bid meeting were required to register by sending an email to the project manager by June 13, 2024, before 12:00 P.M. Pacific Time; failure to do so resulted in bid rejection.
The engineer's estimate for the project is $750,000. Bid security of 10% is required, and contractors must demonstrate 20% self-performance of the work. The project is subject to California Prevailing Wage regulations (Labor Code § 1720) with 2024-1 wage rates applicable. All contractors and subcontractors must register with DIR and comply with apprenticeship requirements (DAS 140 and 142). Certified payrolls must be uploaded weekly in LCPtracker, with a labor compliance consultant monitoring the contract and requesting monthly ancillary payroll documents. Prevailing wage compliance withholds will be applied to progress payments for noncompliant contractors. If the bid price plus 10% contingency exceeds $750,000, the work is covered by a Citywide Project Labor Agreement (PLA) requiring union versus non-union contractor compliance, a Letter of Assent, local hire goals of 40%, transitional/veteran worker hire goals of 10%, apprenticeship requirements, a jobs coordinator, and a pre-construction/pre-job conference. If the bid price plus 10% contingency is less than $750,000, PLA requirements do not apply. A Notice to Procure will be issued after contract execution but prior to Notice to Proceed to authorize purchase of long lead items for rooftop mechanical systems. The facility closure is scheduled for five working days to complete removal of existing HVAC systems and installation of new systems, with the City coordinating the exact timeframe with the selected contractor.
