Addendum No. 2 Summary: Mark Twain Library Energy Efficiency Upgrade

This addendum to Plans and Specifications No. R-7238 is issued by the City of Long Beach Department of Public Works for the Mark Twain Library Energy Efficiency Upgrade project. The document addresses seven clarifications regarding existing building systems and project requirements. Key findings include confirmation that the existing control system is an Allerton system installed by Climatec Building Automation, the fire alarm system is monitored by a Tri-Signal Integration Model EST IO64 Fire Panel, and the roofing has no warranty coverage. The contractor is permitted to propose phasing unit demolition with a scheduled facility closure of 5 working days, and duct system cleaning is not required, though all new ducts must be cleaned and debris-free upon installation. The field controller specified in the plans is confirmed to be an Allerton system installed by Climatec.

Prevailing Wage Agreement (PLA) requirements apply only if the initial contract award amount exceeds $750,000 with contingency included; if the initial award is under $750,000, subsequent change orders or owner-directed scope changes will not trigger PLA requirements, though the City will closely review any contractor-initiated changes to ensure validity. Prospective bidders must direct communications regarding the project to Kimvy Nguyen or Jennifer Magajes at the City of Long Beach Department of Public Works, Project Management Bureau, with written or oral inquiries permitted prior to bid opening, though the City is not bound by any oral interpretations provided by City employees.
