About this file

This pre-bid memorandum is issued by the Tennessee Department of Environment and Conservation for a solicitation to conduct repairs on seven structures at Big Ridge State Park located in Maynardville, Tennessee. The project encompasses comprehensive repair work including replacement of roofing, siding, painting, interior restroom renovations, and structural repairs to four shelter units, a horsebarn, a ranger shelter, and visitor center restrooms. A pre-bid site visit will be conducted on November 25, 2025, at 1:00 p.m. EST at Big Ridge State Park's visitor center; attendance is optional but encouraged. The pre-bid conference will address the Invitation to Bid requirements, specifications, and allow prospective bidders to submit questions regarding the bidding process and solicitation terms. All interested bidders are responsible for reviewing solicitation documents prior to the conference and should submit any identified errors in writing to the buyer before the pre-bid meeting. Bid submissions are due by December 8, 2025, at 2:00 p.m. CST, with all deliverables required by December 13, 2025, and on-site work to be completed by January 30, 2026.

Contractors must possess an active BC-B or BC Tennessee Building Contractor license and are required to submit a bid that includes a payment bond equaling 25 percent of the contract price. Contractors must be registered with the Tennessee Department of Revenue for sales and use tax and must complete a subcontractor declaration form if subcontractors will be used, with subcontractors in licensed trades required to possess valid contractor licenses for work portions exceeding $25,000. The total project cost is expected to exceed $100,000, and the state will award the contract to the lowest-cost responsive and responsible bidder meeting all requirements, with the final award contingent upon appropriation and availability of state or federal funds. The contract is structured as a one-time purchase without renewal options and prohibits contract assignment without prior written approval. No incumbent vendors are mentioned, and the solicitation does not specify set-aside designations for disadvantaged enterprises.
