About this file
This is a Pre-bid Walkthrough Attendees document related to the Alaska Court System's Snowden Administration Building Facade project, a sealed-bid invitation for exterior siding replacement services at 820 West 4th Avenue in Anchorage, Alaska under ITB ANC-C-27-0001. The project encompasses demolition of existing north-side siding, signage, and windows; installation of new air barriers, furring, continuous insulation, and either 12x12 stacked-bond porcelain tile or laminated phenolic-resin panels; cast-in-place concrete curbing; a decorative Alaska map-shaped sign with LED lettering; replacement of aluminum-framed curtain walls and entry doors; wrapping approximately 6 feet of east-side wall; and relocation of two flagpoles to a planter area. Two additive alternates are available, including re-siding of the one-story east-side portion and an optional Alaska state seal. The mandatory pre-bid walkthrough and site inspection occurred on August 5, 2026 at 2:00 p.m., with sealed bids due August 19, 2026 at 12:00 p.m. Work must commence no later than October 21, 2026, with substantial completion required by July 31, 2027. Questions were due August 12, 2026.
The project qualifies bidders for Alaska preference incentives under Alaska Statute 36.30.170, including standard Alaska preference (up to 5 percent), Alaskans with Disabilities preference (up to 10 percent), Employment Program preference (up to 15 percent), and Alaska Veteran preference (up to 5 percent, not to exceed $5,000). Manufacturers must demonstrate minimum five years of commercial experience and two years of successful installations on similar civic or commercial buildings in sub-arctic environments. Contractor-provided structural design documentation must be sealed by an Alaska-licensed Civil or Structural Engineer. Contractors must perform at least 10 percent of total work with directly employed forces and provide performance and payment bonds equal to the contract amount plus a 5 percent bid bond. Comprehensive insurance requirements include workers' compensation, commercial general liability ($500,000 per occurrence/$1 million aggregate), automobile liability ($1 million), and builder's risk. The contractor is responsible for all hazardous materials analysis, testing, abatement, and disposal costs. Alaska Davis-Bacon Act wage requirements apply to the project.
