About this file

This is Addendum #1 to an Invitation to Bid issued by the Alaska Court System, Facilities Department for the Snowden Administration Building Facade project located at 820 W. 4th Avenue, Anchorage, Alaska. The addendum, dated July 31, 2026, clarifies project specifications and addresses bidder inquiries regarding alternate bids. The base bid scope includes demolition of existing north side siding, signage, and windows down to bare supporting walls; re-siding with new air barrier, furring, continuous insulation, and either porcelain tile or phenolic resin panels; installation of a concrete curb at sidewalks; addition of a decorative state of Alaska map sign and LED letter signage; replacement of aluminum-framed curtain walls and entry doors; wrapping approximately 6 feet of the east side with new siding; and replacement of two wall-mounted flagpoles with new flagpoles in a planter area. Two additive alternates are included: Additive Alternate #1 covers re-siding the 1-story tall portion of the east side with phenolic resin panels and concrete curb, plus window replacement along that wall; Additive Alternate #2 addresses an optional state of Alaska seal. The submittal deadline remains August 19, 2026 at 12:00 p.m., and the addendum must be acknowledged on the Bid Schedule.

Additive Alternate #1 is classified as a Level 1 alteration per the 2018 International Existing Building Code, requiring minimal life-safety plan review. The contractor is responsible for obtaining all required permits, including potential building permits from the Municipality of Anchorage, as well as right-of-way, demolition, and electrical work permits. Significant coordination is required with municipal departments and potentially the Alaska Department of Transportation, which maintains many downtown Anchorage streets. The contractor must coordinate all right-of-way, sidewalk, and street work and is responsible for developing a material delivery and disposal plan in coordination with the building owner, given the limited to minimal space available on the property for laydown, staging, or contractor employee parking.

Addendum #1

Question from Nolan Youngmun, PM, YH Constructors

1) The ITB states two alternates, however the bid form only lists one. Can you please confirm if the bid form needs to be updated?

Response: Yes, there are two alternates.

Additive Alternate #1:

• Re-siding the 1-story tall portion of the east side of the building with same phenolic resin panels & concrete curb.

• Replacing the windows along this wall.

Because this is a level 1 alteration per the 2018 IEBC, it is anticipated that there will be minimal life-safety plan review needed.

A building permit may be required by the Municipality of Anchorage, as well as possibly separate right-of-way, demolition & electrical work permits. Contractor is responsible for attaining all required permits & work authorizations.

Shutting down of streets, alleys, or sidewalks in the right-of-way or on private property requires careful coordination with the owner(s) & the proper city departments having jurisdiction, as well as possibly the state of Alaska DOT, which owns & maintains many of the downtown anchorage streets. Contractor responsible for coordinating right-of-way, sidewalk, & street work.

There is limited-to-none area on the property available for lay down of materials or staging, or contractor employee parking. contractor to devise a material delivery and disposal plan coordinated w/ the owner.

Additive Alternate #2 Optional State of Alaska Seal
