About this file

Addendum #5 is a contract modification issued by the Alaska Court System, Facilities Department for the Snowden Administration Building Facade Project (ITB ANC-C-27-0001) dated August 21, 2026. This addendum addresses clarifications and responses to contractor inquiries regarding electrical work, material specifications, work scheduling, hazardous materials scope, signage design, permitting responsibilities, and design details for the facade renovation project at 820 West 4th Avenue in Anchorage. The submittal deadline remains unchanged at September 16, 2026 at 12:00 p.m. Key clarifications include confirmation that new electrical circuits must be served from the designated electrical panel in room 139 with contactor relocation proposals considered only after award; MC cable is permitted only when required for fishing through inaccessible spaces with all other locations requiring conduit; window demolition and interior paint touch-up work may proceed during normal working hours unless occupant complaints necessitate after-hours completion; the general contractor will cover all permit and inspection fees and may add these costs to the schedule of values; flagpoles are to be removed and reinstalled with existing mounting brackets maintained rather than replaced with new poles in the planter area; the Alaska map sign is not to be backlit; and the concrete strip detail on drawing A4.1 does not require demolition of the existing concrete apron.

The addendum establishes that hazardous materials testing, abatement, and disposal remain the contractor's responsibility within the base bid scope, though bidders were advised that without pre-identified hazard information, accurate pricing requires bringing signage and specialized subcontractors onto the team during bid preparation. The owner clarified that a short-form signage specification is provided at the level required for the project, and that all original concept renderings must be clearly labeled as obsolete with the 100 percent bid set drawings governing the work. Specifications for FRP girts are detailed in section 07 43 43 of the specifications, and the Alaska Seal location per Alternate #2 will have final dimensions determined after its definition. The camera mounted on the northwest corner building may be removed and left offline during facade renovation with reinstallation required at project completion.

Addendum #5

Question from Dalton Flemming, Cadence General LLC

1. The provided electrical drawings identify a panel in electrical room 139 to feed the new sign connections. There were other electrical panels observed at the site visit that appear to have adequate compacity to add circuits. Would it be acceptable to relocate the new contactor and feed to the new sign to one of the other panel locations?

2. Is the use of type MC cable permitted where concealed?

Response:

1. serve the new circuit and locate the contactor as designed. Proposals for alternative locations may be considered after award.

2. MC cable is allowed if required for fishing through inaccessible spaces. All other locations shall use conduit per the specification.

Question from Robert Davis, Alyeska Electric

MC cable is allowed if required for fishing through inaccessible spaces. All other locations shall use conduit per the specification

Question from Dalton Flemming, Cadence General LLC

1. Will the demolition of the windows and replacement need to be after normal working hours?

2. Will paint touch up on the interior around the existing windows need to be completed after normal working hours?

3. Will the GC cover permit and inspection fees?

1. The work can be performed during normal working hours. If there are occupant complaints about noise, or disruptions the work will need to be completed after normal working hours.

2. The work can be performed during normal working hours. If there are occupant complaints about noise, smell or disruptions the work will need to be completed after normal working hours.

3. Yes, GC will cover permit and inspection fees. GC can add the costs into the schedule of values as a project cost.

Questions from Nolan Youngmun, YH Constructors

1. A1/D1.1 states to salvage and protect existing flagpoles. The ITB states under base bid to "Replace (2) wall mounted flagpoles w/ (2) new flagpoles in planter area."

a. If new flagpoles are to be installed in plater area please provide a basis of design for the new flagpoles and a detail for this work as well as an updated demolition / replacement plan for concrete planters and sidewalk areas.

remove and reinstall, keeping mounting brackets in place. Our drawings reflect that.

2. Please confirm that the decorative state of AK map sign is not to be backlit.

that is correct.

3. Drawing Note G1.1 Hazardous Material Notes (C) states that the Contractor is to include hazardous material testing in their bid. Note (E) states that the Contractor is to include hazardous material abatement and disposal in their bid.

a. At this time, the presence, type, quantity, and extent of any hazardous materials are unknown. Without this information, contractors are unable to accurately evaluate the required testing, abatement, and disposal scope. Should this scope be carried as an allowance, unit price, or excluded from the base bid pending identification of hazardous materials?

4. Can a specification for the signage be provided?

Response:

There is a short form signage spec that is to the level of spec required for this project.

Accurate bidding of the signs requires a GC bringing a signage sub on board their team, as it was not a full design of the signage, just what we were able to determine in consultation with a local sign co.

5. Is ACS willing to post the sign in sheet from the mandatory site visit?

Response:

Sheet has been posted to Online Public Notices.

6. Supp. Condition 7.2.1 states ACS will pay for the MOA plan review.

Please confirm that this is accurate.

Response:

GC will cover permit and inspection fees. GC can add the costs into the schedule of values as a project cost.

7. The new wall types on A1.0 calls for 2-1/2" deep FRP girts. Please provide a basis of design or spec for this product.

Response:

Please ask all bidders to both read the specs and the drawings. The specs clearly call out the FRP girts basis of design in 07 43 43.

Question from Dalton Flemming, Cadence General

There is a camera mounted on the northwest corner of the building that will need to be removed to accommodate the façade renovation. Can this camera be left offline for the duration of the façade renovation or will some sort of temporary mounting structure be required in the interim period?

Response:

Yes, that is okay to remove and leave offline. Re-install at end of project.

Questions from Dalton Flemming, Cadence General

• The plans state the flag poles being saved and reinstalled on the building but posting states new flag poles being installed in planter area, please clarify.

remove and reinstall, keeping mounting brackets in place. Our drawings reflect that.

• Alternate #2 states the optional Alaska seal, but there is an option 4 drawing provided as well. Would you like both priced separately? please clarify

Option 4 drawing was submitted in error. A new sheet will be submitted to replace for the Alaska Seal. Option 4 will be removed from Online Public Notices.

Questions from Nolan Youngmun, YH Constructors

1. There is a rendering that is unlabeled that is inconsistent with the new signage shown on A1/A2.2. Please confirm which is accurate.

Response If any original concept renderings are included in the posting, they need to be clearly named as such, and noted that anything they show may now be obsolete and that the 100% bid set drawings govern.

2. Please show the location of SOA Seal per Alt. 2 on new signage detail A1/A2.2.

Unclear, A1/a2.2 clearly shows seal. Final dims TBD since seal was not defined by ACS when requested at last minute

3. A2.1 shows a new concrete wall base curb round the working perimeter of the building. At the site visit it was discovered that there is an existing concrete apron around the building that is ~12" wide. Is the new concrete wall base to be installed on top of this existing concrete apron or is the concrete apron to be sawcut and demolished?

Details on A4.1 call out as (E) concrete strip and do not say to demolish it
