About this file

This is an Addendum #3 document issued by the Alaska Court System, Facilities Department, pertaining to the Snowden Administration Building Facade Project located at 820 West 4th Avenue in Anchorage, Alaska under ITB ANC-C-27-0001. The project involves exterior siding replacement on the existing Alaska State Court System administrative office building. The base bid scope includes demolition of existing north-side siding, signage, and windows down to bare supporting walls; installation of new air barrier, furring, continuous insulation, and either 12x12 stacked-bond porcelain tile or laminated phenolic-resin panels; cast-in-place concrete curbing at sidewalks; a decorative Alaska map-shaped sign feature with LED-lit letter signage; replacement of aluminum-framed curtain walls and entry doors; wrapping approximately 6 feet of the east-side wall; and relocation of two flagpoles to a planter area. A mandatory pre-bid meeting and site inspection is scheduled for August 5, 2026 at 2:00 p.m., with sealed bids due August 19, 2026 at 12:00 p.m. Work must commence no later than October 21, 2026, with substantial completion required within nine months by July 31, 2027. Two additive alternates are offered: Additive Alternate #1 covers re-siding the one-story east-side portion with phenolic panels, concrete curb, and window replacement, while Additive Alternate #2 addresses an optional Alaska state seal.

The project requires manufacturers with a minimum of five years' commercial experience and two years of successful installations on similar civic or commercial buildings in sub-arctic environments, with contractor-provided structural design documentation sealed by an Alaska-licensed Civil or Structural Engineer. Performance and payment bonds equal to the total contract amount and a 5 percent bid bond are required. Comprehensive insurance is mandatory, including commercial general liability of $500,000 per occurrence and $1 million aggregate, automobile liability of $1 million, and builder's risk coverage. Alaska Davis-Bacon Act wage requirements apply to the project. Alaska bidder preferences are available under Alaska Statute 36.30.170, including Alaska preference (up to 5 percent), Alaskans with Disabilities preference (up to 10 percent), Employment Program preference (up to 15 percent), and Alaska Veteran preference (up to 5 percent, not to exceed $5,000). Hazardous materials analysis, sampling, testing, abatement, and disposal are contractor-included costs. Contractors must perform at least 10 percent of total work with directly employed forces. Questions are due August 12, 2026, and Notice of Intent to Award issues within two working days of bid opening; for contracts exceeding $200,000, Notice of Award is delayed at least ten calendar days after Intent to Award.
