About this file
This is a Federal Revenue Enhancement VET Waiver Request Form submitted to the Illinois Department of Children and Family Services (DCFS) in connection with a contract opportunity for Federal Revenue Enhancement and Claiming Systems Support Services. The form addresses the organization's need for a Veteran-Owned Enterprise (VET) waiver, which indicates that DCFS is seeking to procure services related to the maintenance and development of complex application system software and databases that support federal program eligibility and claiming. The request form itself is a procedural document that allows DCFS to justify why it cannot meet its stated objective of awarding the contract to a VET-certified vendor and to formally request a waiver from this requirement.
The waiver request form is a critical administrative document in the procurement process, as it demonstrates that DCFS has made a good faith effort to identify qualified veteran-owned vendors but has determined that such vendors are either unavailable or unable to meet the specific technical and operational requirements of the systems support services contract. This form would typically include justification explaining the circumstances that necessitate the waiver, documentation of outreach efforts to VET vendors, and a detailed explanation of why proceeding without the VET set-aside is in the best interest of the state. The approval or denial of this waiver will directly impact the vendor competition pool and the ultimate award of the Federal Revenue Enhancement and Claiming Systems Support Services contract.
