About this file

This document is a Question and Answer (Q&A) worksheet related to the Illinois Department of Children and Family Services (DCFS) IT Project Services - Work Service Management Request for Proposal (RFP) DCFS PO22-260A. The RFP seeks to establish a 24-month contract to provide hourly professional service resources to expand the DCFS Jira implementation to include Jira Service Management and Work Management. The project will involve four major areas: implementing Jira Service Management to replace the current custom-built .Net helpdesk system, integrating the Service Management with the State's ServiceNow system, expanding Jira Software to cover future software development practices, and automating workflows not included in the case management solutions. The Q&A worksheet provides responses to questions related to the project length, contract term, location of services, subcontracting, pricing, key personnel, and other administrative details.

The RFP does not have a specific budget allocated, and there is no incumbent vendor. Subcontracting is allowed with a 28% Business Enterprise Program (BEP) goal, which can be self-fulfilled if the prime vendor is BEP certified. The pricing must be submitted as fully-loaded hourly rates inclusive of all costs, and remote work will be allowed to the extent possible. The contract will be awarded to a single vendor, and DCFS reserves the right to not extend the due date for the RFP response despite requests for an extension.

Unless mutually agreed upon, vendor shall be held to the deliverable dates in the project plan
QaA.059E.1.227PricingShould hourly rates include travel to Springfield, IL? Or is travel to Springfield reimbursable?See Section E.1.2: The total cost per hour stated for each resource be a fully-loaded hourly rate inclusive of, salary, benefits, insurance, labor, travel, materials, deliverables, tools, equipment, supplies, expenses, overhead, insurance, fuel, freight, transportation, and any other ordinary cost of conducting the Offeror’s daily business.
QaA.060A.87Offer Due DateAs a Prime vendor attempting to respond to multiple RFP’s, we are trying to coordinate efforts across multiple BEP vendors. Additional time would ensure quality BEP vendor participation, the collection of documents, and time to allot the BEP vendors to propose quality candidates for the response. Additionally, allotting additional time for response would ensure the highest quality response from the vendor community. This RFP will be extended by 1 week. However, proving time to submit to all four is not in the State's best interest. Rather we recommend Offeror's prioritize their responses to the RFPs most fitting their skill set.
