STATE OF ILLINOIS
State of Illinois Attachment B: Diversity Plan
Commitment to Diversity Offerors, including Offerors owned by minorities, females, and people with disabilities, must provide evidence supporting claims within their narrative. Failure to submit evidence substantiating the commitment(s) identified below will result in a lower score. For the purpose of this section, assisted businesses must be diverse but are not required to be registered with the Illinois CMS Business Enterprise Program. To aid Offeror’s response, DCFS has provided response guidance and evidence examples for each category. Depending on Offeror’s responses, these, and/or others, should be provided within this document, or as an attachment in Packet One, to allow for proper verification of Offeror’s commitment.
ASSISTANCE
{Please describe your efforts to assist businesses owned by women, minorities, or persons with disabilities. Identify who was assisted and the nature of the assistance. Please provided any relevant documentation (evidence) to substantiate claims of assistance.
Assistance may include but is not limited to; obtaining lines of credit, insurance, necessary equipment, supplies, materials, proposal assistance, participation in diversity events, or related business assistance or services to help diverse firms participate and competitively compete within the past 5-years. Please list and describe any and all that apply. Please include a list of business provided assistance and a contact for those businesses. Assisted business may be contacted to verify Offeror’s efforts. Points will be awarded on an increasing scale based on number of businesses assisted and the number of channels of assistance.
Response guidance: Evaluators will be reviewing whether assistance was provided to more than one firm, whether the assistance was recent and relevant, and whether the assistance was dynamic (i.e. provided through more than one channel, medium, or effort/campaign). Evaluators are not reviewing the success or failure (outcome) of the assistance, only the Offeror’s efforts. Offeror’s owned by minorities, females, and people with disabilities should demonstrate assistance to or partnerships with other diverse firms, which will likely be evidenced in different ways than non-diverse owned firms. Evidence to substantiate claims may include but is not limited to: emails, relevant portions of previous proposals/partnerships, outreach campaign or event literature, letters of credit from financial institutions or insurers, receipts, or success stories from previously assisted diverse firms.} [Click here to enter text.]
PERCENTAGE OF spend {Identify the percentage of spend from Offeror’s calendar or fiscal year 2019, as applicable, involving businesses owned by women minorities, or persons with disabilities, and provide the nature of the involvement. Due to the pandemic, the Department request the last full uninterrupted fiscal year spend for this criteria. Please indicate the nature of the good or services provided by the minority firm and whether this was a one-time use or long-term partnership or commitment. Please document Offeror’s effort to increase spend and how this effort relates to Offeror’s overall diversity plan. Please provided any relevant documentation to substantiate claims of assistance.
The percentage of spend may include but is not limited to, donations, direct purchases, subcontracting opportunities, indirect purchases, one-time or long-term partnerships, etc. Please list all that apply. Please include a list of business utilized and a contact for those businesses. Assisted business may be contacted to confirm Offeror’s spend. Points will be awarded on an increasing scale based on a percentage of spend, number of businesses utilized, and the term of the commitment or partnership.
Response guidance: Evaluators will be reviewing Offeror’s percentage of spend on an increasing scale for goods and services directly related to Offeror’s or diverse firm’s industry. When determining relevant spend for this category, Offerors may deduct operating expenses unable to be directed to diverse firms such as rent, property and plant related expenses, insurance, salaries, etc. Alternatively, spend may be included if spent with diverse firms. Evaluators will be looking for specific information, such as total operating spend, non-directed spend, and ultimately, percentage of spend with diverse firms. Percentages must be provided, failure to provide percentages will result in a low score. Highest points will be awarded to Offeror’s submitting evidence of spend to multiple vendors, use of multiple subcontractors on previous proposals or contracts, and spend with long term commitments. Evidence to substantiate claims may include but is not limited to: (applicable sections from) financial documents, executive summaries, previous diversity plans submitted on proposals or contracts (or this RFP), subcontracts on previous projects, purchase orders, donation letters, invoices, accounts payable summary, or success stories from previously assisted diverse firms.} [Click here to enter text.] supPlier diversity PROGRAM {Please describe Offeror’s written supplier diversity program/plan, including, but not limited to, use of diversity vendors in the supply chain and any training or mentoring program for businesses owned by women, minorities, or persons with disabilities. Please include any other diversity programs/efforts not specifically listed above. Narrative should indicate applicable internal roles/units, staffing, and funding dedicated to all diversity efforts. Narrative should include plan’s goals, expected outcome(s), duration or history, success metrics, future goals, and any other information you would like considered for evaluation. Please include the plan’s genesis and evolution.
If sharable, please submit a copy of Offeror’s supplier diversity program plan in Packet Two to enhance the evaluation committee’s review. Points will be awarded on an increasing scale based on detail, efforts/channels, internal managerial/support roles/staffing, plan/program funding, goals, outcomes, and correlation to the rest of the Diversity in this Section.
Response guidance: Note, this category will be evaluated based on Offeror’s plan, subcontractor plan will not be considered. A Diversity Plan must be submitted, failure to submit a plan will result in a low score. Evaluators will be reviewing whether the plan is internally promoted and followed, relevant, and dynamic (i.e. covers supplier diversity, training/mentoring program(s), identifies internal roles, funding, goals, outcomes, success metrics, etc.). Evaluators are not reviewing the success or failure (outcome) of the plan, only whether the Offeror’s efforts are properly promoted, valued, and appear to be reasonably effective at face value. Highest points will be awarded to dynamic plans with relevant details/outcomes demonstrating continuous improvements. Offeror’s owned by minorities, females, and people with disabilities must submit a plan, but metric, promotion, outcomes, etc. will likely be evidenced in different ways than non-diverse owned firms. Evidence to substantiate claims may include but is not limited to: internal announcements, emails, press releases, mission/value statements, executive summary, mentoring/training dates or fliers, org chart annual internal spend for diversity program(s), outreach announcements, previous proposals/contracts, evidence of assistance/spend identified in categories one and two above.} [Click here to enter text.] staff diversity {Please provide the percentage of Offeror’s governing board, senior executives, managers, and staff who are women, minorities, or persons with disabilities. For the purposes of this evaluation, Offerors may use the highest level of achievement during the preceding 24-month period.
Response guidance: The State seeks to conduct business with businesses that have a diverse staff that accurately represents Illinois’ diverse population. Points will be awarded on an increasing scale based on the diversity makeup of Offeror’s workforce (i.e. how well makeup matches Illinois population) with additional points granted for diversity at higher levels of the organization, i.e. governing board, senior executives, and managers. A snapshot of Illinois demographics can be found at https://www.census.gov/quickfacts/IL. Evidence to substantiate claims may include but is not limited to; Org Chart, total number of staff, number of board members, number of senior executives and how “senior” is defined internally, number of managers and how “manager” is defined internally, comparison of workforce makeup to Illinois population.} [Click here to enter text.]
