About this file
This is a Project Manual/Specifications document for federal construction work to correct HVAC deficiencies at the VA Medical Center in Omaha, Nebraska (Project #636-25-301). The specifications establish comprehensive requirements for general construction, renovation, selective demolition, interior fit-up, structural, mechanical, plumbing, electrical work, and asbestos/lead abatement across three additive bid items totaling work on air handling units (AHU-1 and AHU-3 in Building 17) and an existing boiler system in Building 6.
The base bid (Item I) encompasses AHU-3 upgrades in Building 1 with a 365-calendar-day completion requirement from Notice to Proceed. Additive Bid Item I covers AHU-1 work in Building 17, while Additive Bid Item II addresses the existing boiler in Building 6, which must be performed between June 1st and September 1st during the VA's cooling season downtime. Critical contractual requirements include phased work sequencing with temporary air unit installation and seven-day reliability testing before permanent unit modifications; development of a fully resource-loaded Network Analysis System schedule within seven days of NTP with monthly updates; 3D LIDAR laser scanning for initial and final site surveys with BIM deliverables; comprehensive as-built documentation; warranty management plans with extended warranties on HVAC balancing, pumps, motors, and commissioned systems; security protocols requiring Type II PIV badging for all personnel; strict utility service coordination with 30-day advance notice for interruptions; and detailed coordination drawings addressing all potential conflicts between new work and existing building infrastructure to ensure direct accessibility for installation and maintenance.
