About this file
This is a Questions and Answers document for federal contract 36C26326B0031 A0001, Project Number 636-25-301, titled "Correct HVAC Deficiencies." The document addresses contractor inquiries regarding HVAC system reconstruction at a VA facility, specifically for air handling units (AHU-1 and AHU-3) and associated temporary systems.
The Q&A clarifies critical technical and operational requirements: pressure independent control valves are required on AHU-1 and AHU-3; air flow monitors are required on all three air handler units; and the contracting team is responsible for furnishing and installing temporary equipment (TF-1, TF-2, TCC-1, TCC-2, THC-1, THC-2, TH-1, TH-2, and VFD-TEMP-1/VFD-TEMP-2). AHU-3 is designated as the base work with AHU-1 as an additive alternate, with the temporary system remaining in place if AHU-1 work is accepted but being removed if not. The temporary AHU system must be fully commissioned and integrated into the building automation system prior to shutdown activities. Building 1 is assumed to be completed before work commences, and contractor means and methods govern penetration management and restoration. Temporary utility tie-ins are limited to a maximum four-hour outage window subject to VA Contracting Officer Representative (COR) approval, with all shutdown scheduling requiring coordination with the VA COR per sheet MH001. Testing, balancing, and commissioning are required following temporary unit startup, AHU-3 startup, and AHU-1 startup. The temporary system is performance-based; proposed alternate arrangements remain subject to minimum scheduled performance requirements. The document also addresses a LIDAR scanning requirement specified in project specifications 01 00 00 and 02 21 13, which was requested by the VA to establish baseline and completion conditions.

Q: Building 1 Access / Temporary AHU Assembly Reference: Part 3 pg. 1-8, Sheet 1-MH103 The temporary AHU is shown within Building 1. Building 1 is currently under construction and is anticipated to be completed prior to this project. Is the temporary AHU work to assume a fully enclosed completed building with no special access available, or has the design assumed specific access openings, removable wall panels, unfinished areas, or other means for bringing temporary AHU components into the building?
A: Building 1 is assumed to be completed prior to the work commencing in the work areas indicated on the plans. Contract documents include information on accessibility and egress to the site as well as notes regarding removal and reinstallation of components such as existing louvers. Refer to Note 1 on sheet 1-MH103 for an example. Also refer to sheets 17-AE101 and 17-AE201 for additional information on access.
Q: AHU-3 Temporary Air Tie-In Location Reference: 17-MH102, 17-M401, 17-M504 We reviewed the contract documents but were unable to identify the exact connection point between the temporary air system and the AHU-3 distribution system after demolition of existing discharge ductwork. Please provide a clarification sketch showing the intended tie-in location and airflow path.
A: Refer to Sheet 17-MH102, including the temporary duct connection and blank-off arrangement indicated. Contractor is responsible for means and methods and detailed sequencing necessary to execute the indicated design. Coordinate required shutdowns with the VA COR in accordance with Sheet MH001 and the contract requirements.
Q: AHU-1 Temporary Air Tie-In Location Reference: 17-M402, 17-MH102-A We reviewed the temporary duct and plenum details but could not determine the intended temporary airflow path and final connection arrangement serving AHU-1 during reconstruction. Please provide a clarification sketch showing the temporary air tie-in sequence and final connection point.
A: The design intent is indicated in the drawings with multiple sections. It’s the contractor means and methods regarding how the contractor phases the work and coordinates with the VA COR for any required shutdowns.
Q: Duct Demolition / Temporary Air Sequence Reference: 17-M402, 17-MH102, 17-M504 Please clarify the intended sequence of:
• Existing duct demolition
• Temporary plenum installation
• Temporary AHU startup
• AHU reconstruction
• Final tie-back to permanent system
Specifically identify when the 4-hour shutdown windows occur and which systems are expected to remain operational during each phase.
A: Guidance on phasing is provided on Sheet MH001. The shutdown windows need to be coordinated with the VA COR as part of the construction scheduling plan and operational needs of the hospital.
Q: Overall AHU-1 / AHU-3 Phasing Reference: 17-MH102, 17-MH102-A, 17-M402
Please clarify the intended sequence between AHU-3 and AHU-1 work. The documents appear to indicate the temporary system initially serves AHU-3 and may later support AHU-1 reconstruction; however, the overall phasing remains unclear. Please provide the intended sequence of operation and identify whether both AHUs are ever expected to be out of service concurrently.
A: AHU-3 is the base work and AHU-1 is an Additive alternate. If AHU-1 work is included, it requires that the temporary unit remains to provide air to the AHU-1 system. It is not intended that both air handling units are ever expected to be out of service concurrently.
Q: Temporary Air Distribution Path Reference: 17-M402, 17-M504, 17-MH102 Drawings indicate temporary AHU ductwork/plenums occupy the same area as existing AHU-1 supply ductwork which is later removed under Additive Bid Item I.
Please provide a schematic or phasing sketch identifying the temporary airflow path and tie-in locations during both AHU-3 and AHU-1 reconstruction phases. We were unable to determine the complete airflow path from the contract documents.
A: The design documents do not indicate that the temporary ductwork/plenum occupies the same area as existing AHU-1. The plenum is shown to be installed over the top of the AHU-1 ductwork; refer to section 1 on sheet 17-M401.
Q: Temporary Air Removal Reference: 17-MH102 Keynote 8 AHU-3 is required to operate for seven days prior to removal of temporary air service.
Please clarify whether the temporary system remains installed for AHU-1 reconstruction or is intended to be removed following AHU-3 completion.
A: If AHU-1 Additive (Item II) is accepted, the temporary unit is to remain to serve the AHU-1 system. If AHU-1 Additive is not accepted the temporary unit is to be removed.
Q: Building 1 Penetrations / Restoration Reference: 1-MH103 Please clarify all wall and roof penetrations associated with installation of the temporary AHU system within Building 1 and identify required restoration following temporary equipment removal, including weatherproofing, roofing, wall assemblies, insulation, and architectural finishes.
A: This is contractor means and methods. The Intent as indicated on sheet 1-MH103 Note 12 is to remove Louvers to allow for the work and for contractor to provide a weather tight seal around remaining openings as indicated. Sheet Note 1 on 1-MD103 instructs expectations to return the room to pre-construction conditions.
Q: AHU-1 Operational Status During AHU-3 Work Reference: 17-M504 Keynotes 4, 7, and 8 Several notes indicate existing AHU-1 ductwork remains in place during AHU-3 work.
Please confirm AHU-1 remains fully operational during AHU-3 reconstruction and identify any anticipated AHU-1 shutdown requirements prior to execution of Additive Bid Item I.
A: AHU-1 to remain operational during AHU-3 work. There are no anticipated shutdowns for AHU-1 prior to execution of the Additive Bid Item.
Q: Temporary Utility Connections Reference: 1-MH103, 1-MP103, 17-MP102, 17-M503 Please clarify the exact scope and sequence for connecting the temporary AHU system to existing chilled water, heating water, steam, condensate, controls, and electrical systems. Specifically identify required outage durations and which utilities are intended to remain operational during temporary utility tie-ins.
