About this file
This document provides details for a federal contract opportunity to design and construct the Buffalo Crossing Bridge. The solicitation number is 6982AF23B000004 and is seeking bids for the AZ FS 24(1) Buffalo Crossing Bridge project through an Invitation for Bid (IFB). Interested parties should review the attached Plans_Buffalo Crossing Bridge.pdf file for full project requirements. The Department of Transportation Federal Highway Administration is the contracting agency. Bids are due by the date specified in the IFB, and the contract will be awarded shortly after to the responsible bidder offering the lowest price. The project involves designing and building a new bridge to replace the existing Buffalo Crossing Bridge over the Arkansas River in order to improve safety and traffic flow.

1. Quantities based on prismoidal (surface to surface) volumes.
2. Conserve O inches of topsoil in cut and fill slope areas. Quantities shown are finished slope quantities.
3. Unavailable material includes topsoil removed in cut areas.
4. Various backfill material generated onsite includes topsoil replacement under fills.
5. The average shrink/swell factor shown is computed by taking an average of recommended values over the specified range. Refer to the Geotech Report for recommended shrink/swell factors.
6. Estimated unclassified borrow quantity calculated using volumes adjusted for estimated material source shrink/swell of 0.9.
7. The quantities shown herein are approximations. Payment will be made for the actual quantities of work performed.
8. BCY = Bank cubic yard - one cubic yard of material as it lies in the natural state.
CCY = Compacted cubic yard - one cubic yard of material after it has been compacted to specification density.

1. Repair all rills or gullies and properly compact prior to installation.
2. Install fiber rolls along slope contours. For any 20' section of fiber roll, do not allow the fiber roll to vary more than 5% from level.
3. Stake fiber rolls in place with 1 "x 1" or 1" fl} wood stakes. Space stakes 4' o.c. max. on slopes and 2' o.c. max. culverts. Stake fiber rolls 6-inches from each end.
4. Drive stakes into undisturbed soil at least 12" deep.
Expose stakes 2" above top of fiber roll.
5. For fiber rolls on bare soil, construct trenches parallel to the contour. Place fiber rolls in continuous contact with trench bottom and sides. Tamp soil backfill against upstream side of fiber roll to ensure storm water is forced to flow through fiber roll rather than under it.
6. Place fiber rolls all the way around the inlet when the disturbance is on both the road and around the culvert and all water entering the culvert is crossing the disturbance.

Peak Ground Acceleration (PGA = 0.071 g), modified by the Site Coefficient (FPGA = 1.20) to give a spectrum acceleration, As= 0.085 g.
Short period acceleration at 0.2 seconds (Ss = 0.165 g) modified by the Site Coefficient (Fa = 1.20) to give the short period spectrum acceleration, Sos= 0.198 g.
Long period acceleration at 1.0 seconds (S, = 0.049 g) modified by the Site Coefficient (Fv = 1. 70) to give the long period spectrum acceleration, So, = 0.083 g.
Site Class = C. Seismic Zone = 1.
DESIGN CRITERIA:
CONCRETE:
Cast in place concrete for the drilled shafts shall be Structural Concrete, Class C, with a minimum 28-day compressive strength, f'c = 4500 psi. All other cast in place concrete shall be Structural Concrete, Class A(AE), with a minimum 28-day compressive strength, f'c=4500 psi. Chamfer exposed edges of all concrete ¾ inch, unless noted otherwise on the plans. All concrete shall be made with Type II cement.
REINFORCING STEEL:
All reinforcing steel shall conform to AASHTO M31 or M322, Grade 60 deformed. The minimum concrete covering to the face of any bar shall be 2 inches, unless noted otherwise on the plans. Minimum splice lengths for all bar sizes shall be as shown on the plans. Bar splices other than those shown on the plans will not be paid for.
PREFABRICATED STEEL BRIDGE:
Provide modular steel girder bridge with structural steel decking, and steel vehicular railing as shown on the plans. See Section 555 of the Special Contract Requirements for additional requirements.
The steel fabricating company shall be Certified Bridge Fabricator - Intermediate under the AISC Quality Certification Program. All structural steel for girders, diaphragms, and bridge rail posts shall be high-strength low alloy corrosion resistant steel conforming to AASHTO M270, Grade SOW (ASTM A709, Grade SOW) unless otherwise shown on the plans. The contractor shall be responsible for the stability of the structure during all phases of construction. All field connections shall be designed as slip critical, friction type, and shall be made with fasteners conforming to ASTM F3125, Grade A325, Type 3. All exposed surfaces of self weathering steel shall be cleaned in accordance with Steel Structures Painting Council Surface Preparation Specifications No. 6, Commercial Blast Cleaning, SSPC SP6. All welding shall conform to the ANSIJAASHTOJAWS Dl.5, and shall be by a certified welder.
Structural steel corrugated decking shall conform to ASTM A653, Grade 50, Class 1 or ASTM A1011-SS and shall be galvanized. Fasteners for connection of decking to girder shall conform to ASTM F3125, Grade A325, Type 1. All clips and connection hardware shall be galvanized.
Thrie-beam guardrail elements shall be galvanized steel conforming to AASHTO M180, Type I, Class B (10 gauge).
Guardrail shall provide a minimum TL-2 crash test level rating.
Anchor bolts shall conform to ASTM F1554, Grade 55 or 105. Hex nuts shall conform to ASTM A563, Grade A. All anchor bolt hardware shall be galvanized.
Steel reinforced bearing pads shall conform to AASHTO M251, 60 Durometer hardness, elastomer grade 2 or higher. Design pads per AASHTO LRFD Design Method A.
