About this file

This asbestos survey report details the findings of an inspection and sampling process conducted on the Buffalo Crossing Bridge located on Forest Route 24 over the East Fork Black River in Greenlee County, Arizona. Asbestos-containing materials (ACM) were identified during construction of the bridge in 1962. Regulated asbestos-containing materials (RACM) and other categories of ACM must be removed according to Environmental Protection Agency (EPA) National Emission Standards for Hazardous Air Pollutants prior to the bridge's planned replacement. Samples were taken by a certified inspector and analyzed by an accredited laboratory using polarized light microscopy. The related federal contract opportunity IFB 6982AF23B000004 from the Department of Transportation Federal Highway Administration solicits bids to replace the Buffalo Crossing Bridge at the specified location.

Asbestos Survey Report Buffalo Crossing Bridge

Apache Sitgreaves National Forest

1.0 Introduction

NWFF Environmental (NWFF) was retained by the U.S. Forest Service to perform a comprehensive asbestos survey of the Buffalo Crossing Bridge located on Forest Route 24 (MP 10.0) over the East Fork Black River in Greenlee County, Arizona. The 3-span bridge was constructed in 1962 and has an overall length of 90.0 feet and width (out-out) of 30.9 feet. The purpose of this assessment was to determine the presence, type, location, and severity of hazardous materials associated with the bridge prior to it being replaced. The assessment was conducted on August 08, 2022, by Mr. Robert Feldmeyer. The consultant’s certification can be found in Appendix A.

2.0 Asbestos-Containing Materials

Asbestos-containing materials (ACM) are governed by the Environmental Protection Agency (EPA) National Emission Standards of Hazardous Air Pollutants (NESHAP) during a renovation/demolition.

These materials are defined as containing greater than one percent (>1%) asbestos. The Occupational Safety and Health Administration (OSHA) regulations for asbestos are focused on the protection of the worker’s health and safety.

The Clean Air Act (CAA) of 1970 required the EPA to develop and enforce regulations to protect the general public from exposure to airborne contaminants that are known to be hazardous to human health; therefore, EPA promulgated NESHAP (Title 40, CFR Part 61) on April 6, 1973. NESHAP is intended to minimize the release of asbestos fibers during certain activities (i.e., renovations, demolition, and installations). It specifies work practices to be followed during renovations of buildings (except apartment buildings that have no more than four dwelling units), which contain a specific amount of friable asbestos. NESHAP requires that buildings be inspected for asbestos-containing building materials prior to renovation/demolition projects.

NESHAP also requires owners and operators subject to the asbestos rules to notify delegated state and local agencies and/or the regional EPA offices before demolition or renovation activities begin.

In addition, NESHAP requires the removal of all regulated asbestos containing materials (RACM) prior to demolition. RACM is defined as (a) friable asbestos material, which are materials easily reduced to powder with hand pressure; (b) Category I non-friable ACM that has become friable; (c) Category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting or abrading; and (d) Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations. Category I non-friable materials consist of materials such as resilient floor covering products, roofing products, gaskets, and packing. Category II non-friable materials consist of all other non-friable materials such as Transite).

NESHAP also requires all ACM (including Category I and II) be removed prior to intentional burning, such as for a fire department training exercise.

2.1 Asbestos Methodology

A list of suspect ACMs was compiled from the investigation of the structure. Materials were categorized into RACM, Category I, and Category II materials. NWFF inventoried and procured confirmatory samples of materials that must be removed prior to renovation or demolition activities.

Samples were placed into clean sealed containers and identified with a unique sample number. Sampling tools were decontaminated between each sampling episode. It should be noted that NWFF may assume some building materials to be asbestos-containing, which have similar physical characteristics in appearance, texture, and use.

All samples were sent to a certified National Voluntary Lab Accredited Program (NVLAP) laboratory. The lab utilized for bulk sample analysis by Polarized Light Microscopy (PLM) for this survey was Asbestos Northwest, LLC (NVLAP # 200993-0). Samples were analyzed by the EPA Polarized Light Microscopy (PLM) 600 Method. Samples reported with low concentrations of asbestos, <5% asbestos content, can be reanalyzed using the EPA Point Count Method to determine a more accurate content.

2.2 Asbestos-Containing Material Summaries

The following tables present ACM summaries. The bulk sample location diagram can be found in Appendix B. A bulk sample summary in Appendix C, and laboratory analysis certificates and chain of custody in Appendix D. Site photographs can be found in Appendix E.

2.2.1 Confirmed Asbestos-Containing Materials

The Buffalo Crossing Bridge did not have any confirmed asbestos -containing materials.

2.2.2 Assumed Asbestos-Containing Materials

No materials are assumed to contain asbestos as part of this effort.

2.2.3 Non-Asbestos-Containing Materials

The following is a list of materials confirmed to be non-asbestos-containing. Appendix D provides the analytical data from the NVLAP-accredited laboratory.

3.0 Limitations

This assessment has been developed to provide the U.S. Forest Service with information regarding apparent conditions related to hazardous building materials in the subject structure prior to demolition and replacement activities. Although NWFF believes that the findings provided in this report are reasonable, the assessment is necessarily limited to the conditions observed and to the information available at the time of the work.

Due to the nature of the inspection, there is a possibility that conditions exist that could not be identified within the scope of the work, or which were not apparent at the time of the inspection.

This report is limited only to the samples taken and locations sampled. If additional suspect material not included in this report is encountered, it must be assumed to contain hazardous building materials or tested and proven otherwise.

4.0 Summary, Recommendations, and Conclusion

NWFF Environmental conducted an asbestos survey for the U.S. Forest Service of the Buffalo Crossing Bridge located on Forest Route 24 (MP 10.0) over the East Fork Black River in Greenlee County, Arizona. The bridge was inspected on August 08, 2022, by Mr. Robert Feldmeyer. The purpose of this assessment was to determine the presence, type, location, and severity of asbestos associated with the structure. No asbestos containing-materials were identified at the structure.
