About this file
This document is a Request for Proposal (RFP) for a design-build roof replacement project at the VA San Francisco Medical Center. The solicitation (No. 36C26125R0053) seeks a Service-Disabled Veteran-Owned Small Business (SDVOSB) to replace the existing roof on Building 5 with an Ethylene Propylene Diene Monomer (EPDM) rubber roofing system. The project is valued between $250,000 and $500,000, with a firm-fixed price contract and a 240-calendar day performance period.
The procurement will follow a two-phase design-build selection process, with a maximum of five offerors selected in Phase One to submit detailed proposals in Phase Two. Key requirements include providing comprehensive design and construction services, meeting VA design guidelines, and complying with various technical specifications. The project involves replacing approximately 2,280 square feet of roof, including addressing drainage issues and ensuring compatibility with existing refrigeration components. Offerors must be verified in the SBA Dynamic Small Business Search database as an SDVOSB, with a pre-proposal site visit scheduled for July 22, 2025, at the VA San Francisco Medical Center.

2.1.5 Each story is 12 feet high and a 5 feet tall parapet wall with 8 inches thick extends above the roof level.
2.1.6 Roof level is covered with rocks and gravel on the top, also known as a tap and gravel roof.
2.1.7 Roof level has a similar concrete slab spanning with between 8-1/2” deep concrete joist and the roof diaphragm over the added refrigeration room, which is composed of individual panels, supported on L3.5 x 3.5 section, which are bolted directly into the existing wall in Building 5.
2.1.8 The refrigeration room, which has been repeatedly patched in as a manner that increases the difficulty of the mitigation at the roof and this permeation appears to extend along the air vent of the refrigeration room.

Any substitutions after contract award will be equal or better than as proposed and shall require Contracting Officer's approval prior to implementation.
PART II. EVALUATION FACTORS AND BASIS OF AWARD
Offeror packets will be evaluated based upon the following criteria:
a. Definition:
Size is defined as any projects between $250,000.00 and $500,000.00
Complexity is defined as a design build project that includes several specialty trades and some engineering.
Scope is defined as work or activities related, or closely related to that which is outlined in the Statement of Work such as but not limited to, construction of new Ethylene Propylene Diene Monomer (EPDM) replacement or similar roof replacement, including demolition.
Recency is defined as a project completed in the previous five (5) calendar years.
Relevancy For purposes of this evaluation, a relevant project is defined as new construction and/or repair, alteration and related demolition of existing infrastructure completed within the past five years of the proposal issue date of this RFP. Infrastructure is defined as: 1) construction of a healthcare facility; 2) construction for industrial buildings and warehouses; 3) nonresidential buildings, other than industrial buildings and warehouses; or 4) improvements such as utilities, landscaping, and roadways. “New Construction” is defined as construction that provides for new or expanded facilities or infrastructure. New construction does not include repair and/or modernization of an existing facility, nor does it include replacement or upgrade to an existing infrastructure.
EVALUATION CRITERIA AND BASIS OF AWARD
In accordance with Federal Acquisition Regulation (FAR) 36.3, this acquisition is based upon two-phase design-build selection procedures. The term “technical factors” refers to any non-price factor other than past performance.
Factor 1 - Technical Approach, Factor 2 - Experience, Factor 3 - Past Performance will be evaluated in Phase-One.
Factor 4 - Key Personnel Experience/Qualification, Factor 5 - Project Schedule, Factor 6 – Price will be evaluated in Phase-Two.
Factor 1 will be rated Acceptable or Unacceptable. If an Offeror is rated Unacceptable in Factor 1, then they will not be considered for Phase-Two. In making the best value award decision after Phase-Two, the Government will consider Factors 2-5 and price (Factor 6.) The relative importance of evaluation factors 2, 3, 4, and 5 is as follows: Technical factors (Factors 2, 4, and 5) are of equal importance to each other, and when combined, are equal in importance to the past performance factor (Factor 3). When the proposal is evaluated as a whole, the technical factors: Factor 2, 3, 4, and 5 combined (i.e., the non-price evaluation factors) are approximately equal to price.
The contract resulting from this solicitation will be awarded to that responsible offeror whose offer, conforming to the solicitation, is determined to be the most advantageous to the Government considering price and non-price evaluation factors. Award may be made to other than the lowest priced offeror or other than the highest non-price rated offeror. Business judgments and tradeoffs will be used to determine the proposal offering the best value to the Government. In determining the best value to the Government, the Government need not quantify the tradeoffs that led to the best value decision.
