About this file
This pre-solicitation Request for Information (RFI) details a Department of Veterans Affairs design-build roof replacement project for Building 5 at the VA San Francisco Medical Center. The solicitation (RFP 36C26125R0053) is for a firm-fixed price contract to replace the EPDM rubber roof, with a period of performance of 240 calendar days and a project value between $250,000 and $500,000. The procurement is a total service-disabled veteran-owned small business (SDVOSB) set-aside.
The RFI document addresses 11 specific questions from potential offerors, covering topics such as project scope details, submission requirements, and site visit protocols. Key clarifications include: the lower roof is included in the replacement, drains will be replaced, mechanical equipment will be reused, past performance information must be included in the technical proposal, PDF submissions are acceptable, and mask-wearing is not required for the site visit. The pre-proposal conference and site visit was scheduled for July 22, 2025, at the VA San Francisco Medical Center, with RFIs due by July 29, 2025, at 2:00 PM PDT.

Pre-solicitation Request for Information
RFP 36C26125R0053
Project No. 662-25-111
Design-Build Services Roof Replacement EPDM Rubber Roof Building 5
07/30/2025
RFI #1: Please confirm the question deadline for this solicitation. SF 1442 cites 2:00 PM (PDT) Wednesday, July 29, 2025. Page 19 of the solicitation cites 2:00 PM PDT, July 23, 2025.
VA Response: Solicitation Amendment 0003 was published to correct the request for information due date.
RFI #2: Is the lower roof part of the solicitation package (green hatch in the below aerial)?
VA Response: Yes, it is included. The lower roof area on the first floor in Building 5 is included in the EPDM roofing replacement. Please see the attached pictures.
RFI #3: Is the copper coping cap on top of the parapet wall to be replaced in-kind?
VA Response: Provide the option to replace the copper cap on the top of the parapet wall as a separate line item.
RFI #4: Do the I-hooks for bird netting need to be reinstalled?
VA Response: No.
RFI #5: Are the drains to be replaced?
VA Response: Yes, the drains need to be replaced.
RFI #6: Is any of the mechanical equipment being replaced?
VA Response: Not for this project. Reusing the existing mechanical equipment.
RFI #7: What staging/access is available for materials and loading the roof?
VA Response: Yes, we will have access for materials and loading of the roof. To be discussed after the award.
RFI #8 – On RFP Page 21 under Phase-One and Phase-Two Submission Requirements, item (a) states that all proposals must be submitted in one part, a Technical Proposal. However, item (b) states that Past Performance information shall be submitted separately. Please clarify whether Past Performance information should be included within the Technical Proposal.
VA Response: Yes, the past performance information must be included within the Technical Proposal. However, the past performance questionnaires (PPQ – Attachment B) must be completed, signed, and submitted by the contracting agent and/or their representative responsible for construction contract administration, directly to the Contracting Officer at daniel.jhun@va.gov. Offerors may submit PPQs previously submitted for other solicitations along with their Phase I Technical Proposal, as long as all required information is complete and included.
RFI #9 – RFP Page 21 under Phase-One and Phase-Two Submission Requirements, item (b) states that all technical proposals shall be compatible with Microsoft Office 2010 Microsoft Word. Is it acceptable to submit proposals in PDF format?
VA Response: Yes, PDF format is acceptable.
RFI #10 – RFP Page 23 under Factor 2 – Experience, item 2. states to submit a maximum of two example projects demonstrating the experience and capability of the lead Construction Contractor that will be performing the largest construction effort on the project. It goes on to say that examples should demonstrate offerors experience as the Prime Contractor on recent, relevant projects that are similar in size, scope, and complexity to the RFP. As the Offeror and Prime Contractor, we are the ‘lead construction contractor’, but we will subcontract the largest construction effort on the project (roofing) and it is not likely that the roofing subcontractor can demonstrate experience as the Prime Contractor. Is the Government looking for us to provide experience for the Offeror as a Prime Contractor, or experience from our major subcontractor?
VA Response: Please provide the experience for the Offeror as a Prime Contractor either or provide the experience from the major subcontractor.
RFI #11 – Reference Attachment D: on the last page it states, “Please wear your mask at all times. We will not entertain any deviation from this requirement.” Please confirm a mask is not required to attend the site visit.
VA Response: No, wearing a mask is not required to attend the site visit or perform work under this project, unless the COR instructs contractors to do so due to unusual circumstances.
