23 APRIL 2025
Advance Planning Briefing to Industry (APBI)
Army Open Solicitation
UNCLASSIFIED/Approved for Public Release
Background
The Army is releasing its first open solicitation to get after innovative ideas, solutions and capabilities to equip our warfighters to continue to be the most lethal in the world.
This open solicitation enables all industry partners
– large and small, traditional and non-traditional – to submit their ideas.
Small companies with innovative ideas but limited resources will have the opportunity to partner with the Army’s premier organic depots (DEVCOM, CECOM SEC and TYAD) turning those ideas into reality in a matter of days or weeks.
Why Use an Open Solicitation?
• This acquisition approach and direction will allow the Department to move at the speed of technological advancements to deliver capabilities to the warfighter.
• Helps to expand the Defense Industrial Base to better tap into the capabilities provided by commercial industry, non-traditional vendors, and emerging technology talent.
• The Open Solicitation process allows for an average to award in under 60 days.
• Flexible Instrument utilizing Multiple Authorities - BAA / CSO / OT / TIA / PIA / Cooperative Agreements.
