APG Advance Planning Briefing to Industry (APBI) Additional Sessions at Mallette Training Facility (MTF) 22-23 April 2025
In addition to the briefings taking place on the main stage at the Myer Auditorium, the following sessions will be held at the Mallette Training Facility (MTF), 6575 Jayhawk Rd, Building 6008, Aberdeen Proving Ground, MD 21005.

PM PNT provides Warfighter-valued Assured PNT solutions today that enable Multi-Doman Operations in rapidly evolving threat environments. During this open house, PM PNT will answer questions on current and potential future needs from industry for SETA support services, NAVWAR, and CMFF A-PNT Card.

OPEN HOUSE: Product Lead Commercial Satellite Terminals Program (PdL CSTP) support to USNORTHCOM

Description
Product Lead Commercial Satellite Terminals Program (PdL CSTP) delivers rapid non-program of record commercial satellite communications (SATCOM) systems to address challenges realized during current operations and in advance of critical near-term requirements for the Army, joint services and other government agencies. During this open house, PdL CSTP will answer questions on current and potential future needs from industry for service desk support, technical support, vehicular-based systems and transit-cased systems hardware in support of U.S. Northern Command (USNORTHCOM), subordinate and component commands, and U.S. Army North (ARNORTH).

ONE-ON-ONE SESSIONS: CECOM Software Engineering Center (SEC) PUBLIC PRIVATE PARTNERSHIPS (P3) PROGRAM
Tuesday, 22 April from 1300-1500 EST (Classrooms 202 & 203)
Wednesday, 23 April from 0930-1130 EST (Classroom 200) Duration
15-minute intervals for a total of 18 one-on-one sessions
Description
The CECOM Software Engineering Center (SEC) is inviting interested vendors to participate in one-on-one sessions during the 2025 APG Advance Planning Briefings to Industry (APBI). These sessions offer a chance to discuss potential Public-Private Partnership (P3) opportunities directly with SEC representatives.
Background In November 2024, SEC released a Request for Information on its P3 program, receiving strong industry interest in learning more about SEC capabilities.
During APBI, SEC will provide a response to some of the key questions we received from small businesses and outline the process for establishing a partnership. · Select your preferred session: Day 1 (22 April) or Day 2 (23 April)
· Provide your contact information, including a valid email address, so SEC can confirm your session timeframe.
Areas of Interest - SEC Capabilities
Briefly describe the SEC capabilities you are interested in leveraging for a potential partnership (refer to separate attachment titled “SEC P3 One-on-One Additional Information”).
Government Requirements Discussion
· Upcoming Opportunities: Indicate if you’d like to discuss a future government opportunity with SEC. Provide a brief description of the opportunity.
· Subcontracting with SEC: If you are a Prime government contractor, specify whether you’d like to explore subcontracting opportunities with SEC under your current contract.
· Other Topics: Feel free to mention any additional areas of interest for discussion.

SEC P3 TEAMING AGREEMENTS
Purpose:
The Teaming Agreement establishes a collaborative framework between an industry vendor and the Communications-Electronics Command (CECOM) Software Engineering Center (SEC). This agreement defines the management and technical approach for jointly addressing government contracting opportunity.
Objectives
• Sustain the Domestic Industrial Base - Support the core competencies and technical expertise of both CECOM SEC and the industry vendor.
• Enhance Operational Efficiencies – Optimize resource utilization and leverage the combined capabilities of both parties.
• Foster Public-Private Collaboration – Strengthen the partnership to deliver innovative solutions, adopt new technologies, and improve readiness and modernization efforts for government customers.
Approach
• Proposal Development – In response to a federal government Request for Proposal (RFP), the industry vendor may seek SEC as a partner. The two entities collaborate on pre-award proposal development.
• Proposal Submission – The industry vendor is solely responsible for submitting the final proposal to the government procuring activity.
• Contract Award & Execution – If awarded the contract, the industry vendor becomes the Prime Contractor.
• The Prime Contractor will submit an RFP to SEC, SEC will submit proposal to the P3 government procuring activity Contracting
Officer (KO), then KO will submit proposal to Prime Contractor.
• Negotiations, such as advance payment terms, etc., are part of the final process.
• The P3 Direct Sales Agreement serves as the executed subcontract that will be signed by the KO and Prime Contractor.
• Receipt of advance payment(s) must be received prior to work execution.
SEC P3 PARTNERING PROCESS
CUI
1) Evaluate Potential Partnership
• P3 POC coordinates follow-on meeting(s) with technical team
• P3 POC & technical team meet w/vendor to determine way-ahead
• SEC Brief Leadership: Go/No-Go decision will be determined
2) Protect the Partnership
• SEC establish evaluation team (SMEs/Legal/Budget/Contracting/others)
• SEC POCs sign Non-Disclosure Agreement Conflict of Interest document
• Teaming Agreement (TA) created
• TA signed by SEC Directorate, Vendor and SEC Senior Executive
• Firewalls created for competitive requirements
3) Pre-award/Prepare for Potential Partnership
• Create Business Case Analysis (BCA)/for final internal approval
• Technical SMEs and Vendor collaborate on pre-award submission
• SEC provide Rough order of Magnitude (ROM) estimate to vendor
4) Post-award/Develop Subcontract Proposal
• Prime Contractor provide SEC RFP (SOW/PWS) documents
• SEC develop technical and cost proposal
• SEC send proposal to P3 contracting officer for submittal to Contractor
• Contractor evaluate documents
5) Develop P3 Direct Sales Agreement
• SEC, Contractor, and Contracting negotiate advance payment terms, etc.
• Negotiated advance payments will be included in final agreement
• SEC will coordinate final subcontract with SEC Director
• Contracting Officer and Prime Contractor signs P3 Direct Sales Agreement
• Receipt of advance payment(s) must be received prior to work execution
6) Execute P3 Direct Sales AgreementFinalized P3 Contract
