CONTINUOUS TRANSFORMATION
Continuous Transformation is the way the Army remains dominant against evolving and emerging threats in an era of rapid change in the character of war.
Capitalizing on windows of opportunity, commanders execute continuous transformation by innovating with organizational change, injecting and experimenting with new materiel, and taking prudent risk to achieve Army objectives within available resources (structure and budget).
Continuous Transformation provides a framework for thinking in time, across three time horizons:

HOW TO DO BUSINESS WITH THE
FEDERAL GOVERNMENT AND THE ARMY
ARMY OFFICE OF SMALL BUSINESS PROGRAMS 59
• Register with the System for Award Management (SAM) This is a requirement to participate in government contracting. (sam.gov/content/home)
• Match your products or services to a North American Industry Classification System (NAICS) code.
You may qualify under multiple NAICS if you sell multiple products and services. (www.census.gov/naics/)
Be sure to keep your SAM profile current, accurate and complete—the information in your profile feeds the Dynamic Small Business Search (DSBS) maintained by the SBA. The federal government uses this database to find small businesses for upcoming contracts.
TIP
HOW TO DO BUSINESS WITH THE FEDERAL GOVERNMENT
STEP 1: GET PROPER REGISTRATIONS AND ID NUMBERS
https://sam.gov/content/home https://www.census.gov/naics/
ARMY OFFICE OF SMALL BUSINESS PROGRAMS 60
Verify your small business size by comparing the size of your company against the “size standards” associated with your NAICS code(s). Use the SBA Size Standards Tool to verify. www.sba.gov/size-standards/
TIP
HOW TO DO BUSINESS WITH THE FEDERAL GOVERNMENT
STEP 2: CHECK SMALL BUSINESS PROGRAM STATUS
Determine if you qualify for small business program status under the Small Business Administration (SBA) socio-economic programs.
The Army runs several socioeconomic programs that provide assistance to small businesses of various types. These are:
Small Disadvantaged Business
• 8(a) Business Development Program
Service-Disabled Veteran Owned Small Business Program
Historically-Underutilized Business Zone Program (HUBZone)
Woman-Owned Small Business Program https://www.sba.gov/size-standards/ https://www.sba.gov/size-standards/

STEP 3: DETERMINE WHO BUYS WHAT YOU SELL
Utilize Apex Accelerators For help getting started, go to www.apexaccelerators.us.
Utilize other resource partners who provide free and low-cost services for current or aspiring small business owners These include:
• Small Business Development Center
• Veteran’s Business Outreach Center
• Women’s Business Center
• SCORE
See more at www.sba.gov/local-assistance.
Search for previously awarded contracts Use the Seminar Federal Procurement Data System (FPDS-NG) using your NAICS and “Product and Service Codes” (PSC) which are codes that identify the products and services the federal government buys.
See more at www.acquisition.gov/psc-manual http://www.apexaccelerators.us/ http://www.acquisition.gov/psc-manual

STEP 4: DEVELOP YOUR CAPTURE STRATEGY
Determine your capture strategy by asking:
• What agencies have most opportunity?
• What is the mission of that agency and what problems are they trying to solve?
• How can my company support that mission, solve that problem — what differentiates my company?
• Should I build performance through subcontracting?
• When do I seek prime opportunities?
ARMY OFFICE OF SMALL BUSINESS PROGRAMS 63
STEP 5: FIND FEDERAL CONTRACT OPPORTUNITIES
Search SAM.gov to find federal contract opportunities (sam.gov/content/home)
• Government agencies are required to advertise all contract with an anticipated value over $25,000.
When responding to “sources sought notices” or “requests for information” answer all questions and be specific about how you can perform the requirement to include subcontracting.
TIP
ARMY OFFICE OF SMALL BUSINESS PROGRAMS 64
STEP 6: NETWORK WITH LARGER BUSINESSES & GOVERNMENT AGENCIES
Attend matchmaking and outreach events to network with large business primes and government agencies
• Schedule capability briefs
• Use the small business professional as the primary entry point
Know your audience
• Talk business with the small business professional and contracting officer
• Talk technical with the “customer” (organization with the money)
Do not ask what the government can do for you. Lead with your capability and end with your small business status.

SMALL BUSINESS ADMINISTRATION
ADDRESSING COMMON SMALL BUSINESS CONCERNS
It is difficult to navigate SAM.gov
• Army OSBP is posting Excel files for awarded contracts (Jan) and forecasts for anticipated contracts (Dec & Jun) https://osbp.army.mil/Resources/Army-Long- Range-Acquisition-Forecasts
The government takes too long to award
• All socio-economic programs have provisions enabling sole source awards;
threshold limits apply
• SB set-asides and sole source awards generally take less time to execute
The government takes too long to pay
• DoD Class Deviation 2014-O0015 Update to Accelerated Payments to Small
Businesses sets 15 day goal for payment from receipt of proper invoice
• FAR clause 52.232-40 Providing Accelerated Payments to Small Business Subcontractors. See also DFARS clause 252.232-7017 Accelerating Payments to Small Business Subcontractors—Prohibition on Fees and Consideration
