What does ATEC do for the Army?

U.S. Army Test and Evaluation Command (ATEC) performs test and evaluation, while in direct support of U.S. Army Futures Command, to inform Army senior leaders and enable Army’s Continuous Transformation.

ATEC T&E Authorities

• Title 10, U.S. Code

− Section 139: Requires annual report to Congress for oversight systems.

− Section 4172: Requires Live Fire T&E, and test report to congressional defense committees.

− Section 4171: Requires independent Initial Operational T&E (IOT&E) before proceeding beyond low-rate initial production for all major defense acquisition programs.

− Section 4231: Quantities for IOT&E are established by the DOT&E for oversight systems, and by OTAs for others.

• AR 70-1 Army Acquisition Policy CDR, ATEC on behalf of the CSA… − Supports the system acquisition, force development, and experimentation processes through overall management of T&E programs.

• AR 73-1 Test & Evaluation Policy, Section 2-18 − ATEC is the Army’s OTA reporting directly to the CSA…plan and conduct independent OT; report results; provide assessments and/or evaluations of operational effectiveness, operational suitability, and survivability.

• AR 385-10 The Army Safety Program − Issue safety releases for training, testing, and demonstrations when Soldiers are involved.

− Issue safety confirmations in support of major milestone decisions, materiel release decisions, and fielding decisions in support of materiel release.
