Parkers River Bridge, Mandatory Pre-bid conference
Date: June 26,2019
The sign in sheets from the Mandatory Pre-bid Conference for Parkers River Bridge project are attached to this memo. The notes that follow are from the June 26,2019 Mandatory pre-bid conference.
Affendance: Nine contractors, four staff members from the Town of Yarmouth, one representative from the Massachusetts Department of Fish and Game/Department of Ecological Restoration (DRF/DER) and one representative from Louis Berger Inc. were all in attendance.
Introduction to the Proiect:
The conference began at 10:00am. A sign in sheet was passed around to all present. Department of Public Works Director, Jeff Colby led the meeting, introducing himself and the Town of Yarmouth Team; Kathy Williams, Town Planner; Amanda Ruggiero, Town Engineer and Laura Hayden, DPW Administrative Supervisor. Director Colby stated the Environmental benefits of the project as well as the open space protection and the significant benefits the project has on Waste Water.
The Parkers River Bridge is a MassDOT bridge with the Town of Yarmouth as the proponent.
Ouestions: Any questions that you have please follow the procedure in the bid documents of sending those questions in writing to Laura at lhayden@yarmouth.ma.us. All questions will be answered through addendums that will be sent out to every vendor on record of having received the bid documents as well as being posted on the Yarmouth web site in the bidding section.
Fundins Sources: Georgeann Keer from the DFG/DER spoke next stating how the Parkers River Bridge area is a natural resource and is very important to the aquatic area, the pedestrian walk way is also an important part of this project. There will be oversite on this project from the Federal, State and local levels. Funding for the project is coming from NRCS (Natural Resources Conservation Service), U.S Fish and Wildlife Hurricane Sandy Funds, NOAA (National Oceanic and Atmospheric Administration), DER (Division of Ecological Restoration) and the Town of Yarmouth Community Preservation Acts Funds.
Proiect Introduction: Xiemena Monti, P.E. from Louis Berger spoke next about the size, design and materials of the proposed bridge, emphasizing the importance of the pedestrian walk way being completed first. The construction project will be completed in phases to keep two-way traffic moving during the entire construction process.
Roadwav and Water Wav Time of Year Restrictions: There are many times of year that certain restrictions are in place. No silt producing work is allowed in the water during January 1S-June 30 to protect the winder flounder; and September 1- November l5 to project juvenile alewife- Due to the very busy tourist season for Yarmouth, no construction actives that would impact to traffic or impact abutting business owners are allowed from Memorial Day to Labor Day.
Business Access: Traffic is already slow during the summer on this stretch of the road and we don't want to negatively impact it any further. It was noted that the businesses that abut the Parkers
River Bridge need to remain open for access at all times.
Director Colby asked if anyone had any general questions.
Utilitv Coordination: It was noted that Eversource has a sketch of the poles that will be temporally moved during construction. That sketch is included in these notes.
Site Visit: The group now is going to the project site at Parkers River Bridge and it was asked to park near the Town owned former drive in site as that is close to the bridge. The following items were discussed at the site:
Staging Area: It was noted that the staging area the construction crew uses on Town property must be approved by the Town of Yarmouth prior to use. It was noted that construction crew will have to check in with the Town on dates they will be working as there are some festivals planned at the former Drive in site and vehicles and pedestrian access must be open during this time. The abutting businesses need to remain open for access at all times. Both of the curb cuts to The Lobster Boat Restaurant must remain open from June 15 to Labor Day.
Utilities: During the site walk, Director Colby pointed out the two Utilities poles that will move back l0'fiom the road during construction. Utility coordination is very important and will be completed by the construction company. The Town of Yarmouth has already reached out to Water, National Grid and Eversource so they are aware the construction will be happening and will expect to be contacted by the construction company. Gas and Water will need to be temporarily tumed off during construction. National Grid has a limitation on this and the contractor will need to coordinate with them.
Notice to Abutters: Abutters must be notified during construction.
Tide Gauge: The Town of Yarmouth will reach out to the Natural Resources Department to provide the location of any tide gage.
Thank you all for coming.
