About this file

This document is a one-on-one discussion topics sheet for both large and small businesses, prepared by Army Contracting Command – Rock Island, related to a potential Logistics Civil Augmentation Program (LOGCAP) contract. The large business discussion topics focus on developing an objective evaluation framework for a global capability, specifically requesting input on metrics such as personnel supported, mobilization speed, operational environment complexity, and documentation requirements for validating experience. The document seeks guidance on creating fair implementation of an HTRO (Historically Transformed and Reorganized) approach and identifying discriminators for a Federal Acquisition Regulation (FAR) 16.5 task order trade-off.

The small business discussion topics center on evaluating small business subcontracting goals, including preferred evaluation methods, appropriate percentages and weighting, and mechanisms for holding prime contractors accountable to their proposed subcontracting goals. Additionally, the document requests information about vendors' strengths in LOGCAP Performance Work Statement (PWS) Services. The document is marked as Controlled Unclassified Information (CUI) with a NOFORN distribution statement, indicating it is not for foreign national distribution, and the point of contact is Michael.a.coon21.civ@army.mil.

Large Business 1 on 1 Discussion Topics

1. To help the government implement HTRO fairly, what specific, quantifiable metrics and/or qualitative factors based on experience should we use to create an objective evaluation framework for a global capability? For example, the number of personnel supported, mobilization speed, IOC/FOC success rate, complexity of the operational environment (e.g., CONUS vs. OCONUS, permissive vs. contested), breadth of services provided, etc. What should be considered equivalent when comparing experience performing on a LOGCAP sustainment task order? What type of documentation should be required for submission to validate each factor?

2. What discriminators should be used in the FAR 16.5 TO trade-off?

3. Vendor Selected Topic (time permitting)

Small Business 1 on 1 Discussion Topics

1. How does Small Business prefer the USG to evaluate Small Business

Subcontracting goals and what are the appropriate percentages and weighting?

2. How do we hold awarded Prime Contractors accountable in performance to its proposed Small Business Subcontracting goals?

3. What are your strengths regarding LOGCAP PWS Services?
