About this file

This document is a comprehensive set of industry research questions for the upcoming LOGCAP VI (Logistics Civil Augmentation Program) contract solicitation. The questions cover a wide range of topics including company capabilities, operational readiness, financial stability, innovation potential, contract structure, and evaluation methodology. Key areas of focus include how industry can provide innovative solutions for contingency operations, recommendations for contract performance metrics, potential changes to the solicitation process, and strategies for more effective government-contractor collaboration.

The document seeks detailed input from potential contractors on critical aspects such as operational flexibility, personnel recruitment and deployment, data analytics utilization, fee structures that adapt to different operational phases, and evaluation approaches that balance technical merit with cost considerations. Specific areas of inquiry include the potential for COCOM-specific single-award or multiple-award task order contracts, methods to incentivize innovation without defaulting to cost as the primary selection criteria, and mechanisms to signal when requirements might be better suited for firm-fixed-price contract lines.

1. Does your company plan to propose as a Prime or Subcontractor on LOGCAP VI?

2. Can you provide a brief overview of your company, including your certification status (e.g. small biz or 8(a)), years in business, and core competencies relevant to contingency operations?

3. What is the size of your organization in terms of personnel, and how many employees are directly involved in contingency or mission-critical operations?

4. Have you previously supported contracts of a similar size and scope? If so, please provide/describe examples, including contract value, duration, and the nature of the work performed.

5. What is your company’s experience in supporting urgent, high-priority missions?

Please provide specific examples of how you have successfully mobilized resources under tight deadlines.

6. How does your company ensure operational readiness for contingency contracts?

Do you have pre-established processes, infrastructure, or partnerships to scale operations quickly?

7. What geographic areas can your company support, and do you have the ability to deploy resources globally if required?

8. What is your approach to managing risks and ensuring continuity of operations during unforeseen challenges (e.g., supply chain disruptions, staffing shortages)?

9. Does your company have the financial resources to support a multi-million-dollar contract, including the ability to fund upfront costs before government reimbursement? Please provide details on your financial stability and access to capital.

10. Have you secured lines of credit, financial backing, or other funding mechanisms to support large-scale contracts? If so, please provide details.

11. Would you be able to provide evidence of your financial health, such as audited financial statements, credit ratings, or letters of financial support from banking institutions, as part of a submission to a proposal?

12. Do you have a Defense Contract Audit Agency (DCAA)-approved accounting system or other systems in place to ensure compliance with federal contracting requirements?

13. How does your company recruit, train, and retain qualified personnel for contingency operations? Do you have a pool of pre-vetted candidates ready for deployment?

14. Are there any unique capabilities or value-added services your company offers that would enhance your ability to support a contract like this?

15. During the APBI in June, the Government asked about discriminators in evaluation criteria and Industry responded that the Government doesn't allow them to innovate. More specifically, Industry stated that innovation is stifled because evaluations end up coming down to cost/price regardless of technical factor. What innovative methods can your company provide that can improve war-fighting readiness and cost-savings? What types of innovation can industry bring to the LOGCAP program from an administrative or program management standpoint?

16. How do you leverage data analytics to monitor performance, identify trends, and proactively address potential issues in LOGCAP operations? How can the Government leverage this information so we can make smarter, faster decisions together in contract execution? What, if any, current data sets (CDRLs) under LOGCAP V do industry believe to be redundant, underutilized, and/or useless?

17. The Government is considering the use of scenario-based oral presentations as an evaluation factor. One of the drawbacks of this approach is that it is hypothetical performance and doesn't give the Government an aspect of the contractor's proposal to incorporate into the resulting contract. Do you think scenario-based oral presentations are a good idea? And if so, how can the Government leverage a proposed approach in the resulting contract execution?

18. What areas of LOGCAP V execution are going well and what areas should be improved with the LOGCAP VI solicitation?

19. In the LOGCAP V solicitation, the Army used a 'waterfall' approach to determine who received an award in each COCOM, where COCOMs with a higher operational priority were awarded first. Should that approach be replicated? If so, what changes, if any, should be made? If not, what approach would you recommend?

20. The Army is interested in structuring the LOGCAP VI contract to adapt based on operational phase. Specifically, restructuring fee amount based on urgency/rapid response requirements and then after transition to steady state operations. What is your recommendation for contractual triggers to indicate this change between phases? And what is a fair structure that balances reduction of operational cost, but also incentivizing Industry to continue satisfactory performance in steady state operations?

21. What are your thoughts on a COCOM-specific single-award task order contract (SATOC) approach compared to a multiple-award task order contract (MATOC) similar to what is used for LOGCAP V? Do you have any input on having 2, 4, or 6 prime contractors for LOGCAP VI?

22. Is it in your companies’ best interest and intent to propose on every COCOM based on the COCOM-specific SATOC/MATOC structure?

23. What is your recommendation for an evaluation structure that allows Industry to innovate and gives proper credit for it in the source selection while having a true trade-off where cost/price isn’t ultimately the deciding factor? At the same time, how could proposals be structured in a way that can be enforceable in contract execution?

24. What are your thoughts on the use of a Highest Technically Rated Offeror (HTRO) evaluation method with a Self-Scoring Matrix to evaluate technical capability?

25. Are there elements of the current PWS that are preventing performance efficiency, innovation or ability to reduce costs?

26. Can you provide recommendations for what the PMO / STT TOs should look like in

LOGCAP VI?

27. Market research indicates we should consider utilizing FFP CLINs for well-defined, sustainment requirements. Are there mechanisms you can recommend to signal to the Government that a requirement that is currently being performed under a cost CLIN would be a good candidate to consider for sustainment / FFP?
