About this file
This document contains discussion topic agendas for one-hour stakeholder engagement sessions conducted by Army Contracting Command – Rock Island regarding the LOGCAP (Logistics Civil Augmentation Program) contract vehicle. Separate agendas are provided for large business and small business participants.
The large business agenda (0-60 minutes) covers four primary topics: (1) Evaluation Strategy, which seeks industry input on defining quantifiable metrics and qualitative factors for assessing contractor global capability, defining equivalent experience relative to LOGCAP sustainment task orders, and building confidence in best-value tradeoff awards versus lowest-price-technically-acceptable decisions; (2) Program Management, Data & Risk, addressing ideal future state for reporting via data dashboards, real-time metrics visibility for requiring activities and the LOGCAP PMO, and liability allocation for contractor-operated technology such as AI-driven predictive maintenance tools; (3) Small Business Integration, exploring contractual models for prime contractor accountability to small business goals and identifying where small businesses add strategic value; and (4) Strategic Advice & Closing, soliciting recommendations for structural changes to ensure long-term program health.
The small business agenda (0-60 minutes) emphasizes three primary discussion areas: (1) Small Business Integration & Prime Accountability, focusing on effective contractual models for accountability, realistic subcontracting goal percentages, performance enforcement mechanisms, and mitigating strategies for common challenges including proposal-performance gaps and rapid RFP turnarounds; (2) Experience & Evaluation, addressing methods for fairly evaluating small business capabilities when experience is primarily as a subcontractor or on smaller-scale prime contracts, and defining equivalent experience criteria; and (3) Strategic Advice & Closing, soliciting program-level recommendations. The document is controlled by Army Contracting Command – Rock Island, marked as SSEL, NOFORN distribution, with POC Michael.a.coon21.civ@army.mil.

Agenda: 1v1 Discussion Topics – Large Business (1-Hour Session)
Time Allotment
Section Key Questions & Discussion Points
0-30 Min 1. Evaluation Strategy Goal: Gather concrete recommendations for the USG evaluation strategy. HTRO IDIQ Awards: To support a fair and objective evaluation process for the HTRO evaluation process, we are seeking to define the key criteria for assessing a contractor's global capability.
What specific, quantifiable metrics and qualitative factors should form the basis of this evaluation framework? For example, the number of personnel supported, mobilization speed, IOC/FOC success rate, complexity of the operational environment (e.g., CONUS vs.
OCONUS, permissive vs. contested), breadth of services provided, etc. Furthermore, how should we define "equivalent experience" in relation to LOGCAP sustainment task orders, what "equivalent experience" do you have outside of LOGCAP that the Government should consider when developing the matrix, and what documentation should be required to validate these qualifications?
Best Value Trade-off TO Awards: We have received feedback through the APBI and Sources Sought that the USG historically defers back to a LPTA type award decision. How can the USG build industry confidence in its commitment to a true best-value tradeoff? In your view, what is the most critical evaluation factor and why? • Innovation: How do we write contractual requirements to encourage and enforce innovative / enhancement-type solutions? How do you differentiate between an "innovation" and a "strength" assigned during a technical evaluation?
30-40 Min 2. Program Management, Data & Risk
Goal: Discuss operational execution, data strategy, and risk allocation. • Data & Reporting: What is the ideal future state for reporting? If you could replace traditional CDRLs with data dashboards, what key metrics should requiring activities, contracting, and the LOGCAP PMO see in real-time? • Liability: For contractor-operated technology (e.g., an AI-driven predictive maintenance tool), how should the contract allocate liability if the technology fails or provides erroneous data?
40-50 Min 3. Small Business Integration
Goal: Understand their strategy for maximizing small business value. • What contractual model is most effective for ensuring prime contractor accountability to small business goals (e.g., higher goals, separate contracts for certain scopes)? • Beyond just meeting a percentage, where do you see small businesses adding genuine strategic value to the LOGCAP mission?
50-60 Min 4. Strategic Advice & Closing
Goal: Capture final, high-level strategic thoughts. • What is the one "big idea" or structural change you would recommend ensuring the long-term health and success of the LOGCAP program? • Final questions & wrap-up.
Agenda: 1v1 Discussion Topics – Small Business (1-Hour Session)
Time Allotment
Section Key Questions & Discussion Points
0-40 Min 1. Small Business Integration & Prime Accountability
Goal: Get direct feedback on the most effective teaming and enforcement structures. • From your perspective, what is the most effective contractual model to ensure a prime contractor is held accountable for its small business commitments? • What subcontracting goal percentages are realistic but also challenging? • How do we hold awarded prime contractors accountable in performance to its proposed small business subcontracting goals? • What mitigating strategies can the USG impose on prime contractors to assist in the challenges experienced (i.e. businesses used to propose and not in performance, fast turn-around RFPs, etc.), given we don’t have privity of contract
40-55 Min 2. Experience & Evaluation
Goal: Understand how to fairly evaluate a small business's capabilities. • What methods are most effective for evaluating a small business’s capabilities and past performance when their experience is primarily as a subcontractor or on smaller-scale prime contracts? • What criteria should be used to define 'equivalent experience' in a way that allows you to demonstrate your company’s capabilities effectively? From a small business perspective, what are the most significant strengths and differentiators that your company can bring to the services outlined in the LOGCAP Performance Work Statement (PWS)??
55-60 Min 3. Strategic Advice & Closing
Goal: Solicit feedback on program-level challenges and opportunities. • What is the one "big idea" or structural change you would recommend ensuring the long-term health and success of the LOGCAP program? • Final questions & wrap-up.
