About this file
This is a Notice of Intent to Shortlist and Phase 1 Evaluation Results document from the City of Cocoa, Florida, for RFP No. P-26-08-COC regarding an Enterprise Resource Planning (ERP) System Replacement project. On August 27, 2026, the Evaluation Committee convened to review ten vendor proposals received by the July 10, 2026, proposal deadline. The RFP sought a modern, cloud-native SaaS solution to replace the city's legacy Naviline system and provide integrated functionality across Financial Management, Human Capital Management, Utility Billing & Customer Service, Community Development, and Asset & Work Order Management modules. The committee determined that two submissions—from Muni-Link and PTG—were non-responsive due to incomplete solution submissions. The three highest-ranked vendors advancing to Phase 2 Vendor Demonstrations (tentatively scheduled for September 2026) are CentralSquare (ranked 2nd with 81.1 points), OpenGov (ranked 3rd with 78.9 points), and Tyler Technologies (ranked 1st with 85.6 points). The evaluation included scoring across seven categories: Qualifications and References (15 points), Functional Systems (25 points), Infrastructure (10 points), Maintenance and Support (10 points), Acceptance Testing (10 points), Implementation (10 points), and Contractual Requirements (5 points), plus pricing (15 points), totaling 100 initial points.
The five-year total cost of ownership for the three shortlisted vendors ranges from $1.85 million (OpenGov) to $3.38 million (Tyler Technologies), with CentralSquare at $2.11 million. Tyler Technologies, the top-ranked proposal, demonstrated the strongest qualifications and implementation capabilities but disclosed 29 lawsuits within the past five years; CentralSquare provided the best-written proposal with detailed requirement responses but proposes a multi-system approach combining new Financial Enterprise software with the retained legacy Naviline for utility billing; OpenGov offered highly competitive pricing and relevant supplemental information but scored lower on utility billing functional requirements. Phase 2 demonstrations will utilize a weighted scoring methodology assigning point values to nine functional sessions (ranging from 3 to 17 points each), with committee members required to attend specific demonstration sessions to submit valid scores. The shortlist is contingent upon successful Phase 2 evaluations, reference checks, good-faith contract negotiations, and final approval by the City Council, with the city reserving the right to revoke shortlist status, advance alternate vendors, or cancel the solicitation if necessary conditions are not met.
