GWMP-216010 01 11 00 - 2
B. Site Signage and Wayfinding Work: Government will furnish fully fabricated exterior interpretive and wayfinding signage for contractor to install.
C. Future Exhibit Work: Government will award a separate contract for installation of exhibit casework and displays, interpretive signage, and wayfinding signage to be performed inside buildings upon Beneficial Occupancy. Refer to paragraph 1.7 below for Beneficial Occupancy requirements. Execution of that work will depend on successful completion of preparatory work under this Contract.
D. Future Retail Partner Work: The Government’s retail partner for the Bookstore will award a separate contract for installation retail casework, signage, and displays to be performed in the bookstore addition after Substantial Completion of that space. Execution of that work will depend on successful completion of preparatory work under this Contract.
1.5 CONTRACTOR USE OF SITE
A. General: Contractor shall have limited use of the site for construction operations. Limit use of premises to areas within the Limit of Disturbance and the remote staging areas indicated on the Drawings. Do not disturb portions of Project site beyond areas in which the Work is indicated.
B. Contractor Access Requirements and Restrictions:
1. Contractor personnel (Including Prime and Subcontractor) who will be at site frequently will require background checks by the United States Park Police (USPP).
2. Permanent key personnel who will be working at site throughout most of the project will require badges (USPP to coordinate).

Arc Environmental
Introduction
Arc Environmental was retained by GWWO, Inc. (Client) to perform a lead-based paint inspection of the historic Arlington House, which serves as the Robert E. Lee Memorial at Arlington National Cemetery.
The objective of the inspection was to determine the lead concentrations of representative painted building components prior to upcoming renovations. The inspection was based on the sampling protocol outlined in Chapter 7 of the HUD Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing and in accordance with Commonwealth of Virginia regulations. All work on this project was performed by Commonwealth of Virginia licensed Lead-based Paint Risk Assessors.
XRF Sampling
The x-ray fluorescence ("XRF") spectrum analyzer used to perform this inspection was the LPA-1, serial #1373, manufactured by Radiation Monitoring Devices, Inc. (RMD). This device has a Performance Characteristic (PC) sheet developed by HUD/EPA which defines its parameters in the field. The calibration checks for the instrument were conducted in accordance with the PC sheets in order to ensure that the instruments are operating within acceptable calibration parameters. The calibration data for this project can be found in the “XRF Lead-based Paint Testing Data” sheet attached to this report.
Reporting Notes
Each XRF reading is classified as positive, negative, or inconclusive based on the following ranges according to the HUD Performance Characteristics sheet and in accordance with the Commonwealth of Virginia standard of >1.0 mg/cm2:
Negative Positive < 0.9 mg/cm2 > 1.0 mg/cm2
All of the XRF readings are detailed on the “XRF Lead-Based Paint Testing Data” sheets attached to this report and are given in mg/cm2 (milligrams of lead per square centimeter of surface area). These data sheets have been completed for the all portions of the Arlington House Site including the auxiliary Slave Quarter buildings.
Results

Conclusion
A total of 599 lead-based paint readings were taken from the interior and exterior portions of the Arlington House Site. As reflected throughout the report, positive building components were identified throughout the Arlington House and the ancillary slave quarter structures. The remainder of the readings are negative and are listed on the attached “XRF Lead-Based Paint Sample Data” sheets.
Any renovation, remediation, or improvement projects performed on this property that will impact the lead-based painted components must be performed by an accredited lead abatement worker or contractor as specified in the Commonwealth of Virginia lead regulations. Contact the Virginia Department of Professional and Occupational Regulation at (804) 367-8500 if you would like to receive the list of accredited lead-based paint abatement contractors or visit their website at www.dpor.virginia.gov.
Thank you for the opportunity to work with you on this project and please feel free to contact us anytime with any questions regarding the testing or reporting contained herein..
