STLI-201065/211177/224137 – NPS Solicitation P17PS00002 Amendment No. 7 – 11/28/2016

QUESTIONS AND ANSWERS - #9 - #48 – Please find the following government responses (in red) to Questions #9 through #48: NOTE: Questions #1 - #8 were included in previous amendment 000006.

Specifications - Division 1:

9. CFR 4.11(a) – 1) states the weight limit of vehicles operating on sidewalks at Liberty Island is 5,120 lbs. Is this weight limit the GVW (total weight of vehicle and payload); or is this weight limit of the vehicle itself and added cargo can make GVW exceed 5,120 lbs? There is no set exact vehicle weight limit. Contractors are required use their professional judgement and to protect the existing conditions.

Contractors must provide temporary protection, as necessary, to maintain existing conditions. The contractor will be required to correct any damage to facilities back to existing conditions.

10. Movement of pallets of brick pavers and other materials including ready mix concrete will be complicated by weight limitations if contractor is not permitted to use equipment to move heavy materials to designated work areas with appropriate equipment. Will contactor be permitted to use equipment weighing in excess of 5,120 lbs (GVW) if protection is placed over sidewalks? If use of heavy equipment is permitted, what is the upper weight limit of equipment used on site sidewalk areas? There is no set exact vehicle weight limit. Contractors are required use their professional judgement and to protect the existing conditions. Contractors must provide temporary protection, as necessary, to maintain existing conditions. The contractor will be required to correct any damage to facilities back to existing conditions.

11. If moving equipment over walking surfaces at park requires temporary protection, such as plywood or drive mats, can that protection be left in place for extended periods of time if there will be repetitive use of equipment? Or is temporary protection required to be removed after each event of using equipment? Temporary protections may remain in-place in non-public areas and protected work areas.

Areas open to the public will require coordination and may remain in-place provided all accessibility requirements are met and the installation is conducive to heavy public pedestrian traffic safely. The contracting officer will evaluate proposed conditions to determine if they remain in-place.

12. Section 01 31 00, paragraph 1.8.A designates contractor must have an onsite Environmental Manager. Can Environmental Manager also be the project superintendent? The Environmental Manager may also be the Project Superintendent.

13. Statue of Liberty N.M. & Ellis Island Guidelines for Park Access & Credentialing lists prohibited items to include Flammable Liquids. Work on the island will require gasoline and diesel fuel. Please confirm contractor will be permitted to bring gasoline and diesel fuel to Liberty Island. Please confirm limits on stored quantities of gasoline and diesel and how those items are required to be stored on the island, i.e.

types and sizes of containers and methods for securement/concealment. The contractor will be able to bring and store gasoline and diesel on Liberty Island. The temporary installation will be reviewed and approved by the Government prior to installation.

14. Section 01 35 13.22, Archeological Protection, states that archeological monitor shall be present at all times to monitor ground disturbance in archeologically sensitive areas. Specification does not state if cost of archeologist is paid for by NPS or contractor. Please clarify. The contractor will not be required to pay for any archaeological monitoring. The contractor will be required to coordinate work in advance so the monitor can be scheduled.

15. Can SSHO (site safety health officer) be same person as superintendent? The SSHO may be the Site Superintendent.

16. Section 01 50 00, paragraph 3.2.C&D states that potable and non-potable water is not available on Liberty Island for contractor use. Please confirm contractor will be required to haul water to site via tankers and barge service? Non-potable water will be available on-site at multiple hydrants.

17. It is stated in Section 01 50 00 that contractor will not be supplied fresh water on the island for use on this project. Where should contractor plan to stage holding tanks for necessary water? The contractor shall locate tanks within the available staging areas. Non-potable water will be available on-site.

18. Limitation on supply of water to the contractor for construction activities is understood. Does this same limitation occur for watering of turf and landscape plantings? Per the contract documents, the contractor is required to relocate the existing irrigation system on the Statue lawn. The contractor is required to install a new irrigation system as part of the Tree Panel work. The contractor may use the existing (relocated) irrigation system on the Statue lawn and the new irrigation system in the Tree Panels to water turf and landscape planting.

Plans & Specifications - Fence at Fort Wood – STLI 211177:

19. Section 05 52 13, Pipe and Tube Railing, paragraph 3.3.A states that stainless steel posts are to be embedded in concrete piers at pour of concrete. Can stainless steel intermediate posts be installed by core drilling poured concrete piers and anchored with structural epoxy or non-shrink grout. The contractor may use an on-site concrete mixer. The posts shall not be installed into cored holes in the concrete piers. The posts shall be poured into the new concrete piers.

20. Section 033000, paragraph 3.5 states to use ready mix concrete and that site mixed concrete is not acceptable. Same paragraph designates concrete shall be discharge from ready mix truck within 1.5 hours from mixing. Travel time from concrete plant to the barge is a minimum of 15- 20 minutes.

Inspection and travel time on the barge are anticipated to be 1 hour or more. Please verify if previous contractors working on Liberty Island have successfully utilized ready mix concrete and were regularly able to satisfy the discharge time of 1.5 hours from mixing. The Contractor will be able to use site mixed concrete. Ready mix is not required.

21. Location of concrete washout area designated on C3 appears to be a location difficult to access by concrete truck for multiple reasons. Will NPS consider placing location of concrete washout area in more accessible location for the concrete truck? The concrete washout location is flexible within the available staging areas.

22. Our vendors for stainless steel products indicate 316 stainless in thicknesses required for fabrication of posts may not be readily available from domestic sources. Please confirm contractor will be permitted to source and fabricate required stainless steel products for the fence assembly from international sources if domestic sources are not available in necessary time frames to execute this project. International sources for steel are acceptable, if no timely domestic sources are available.

23. Please confirm digging and excavation with use of power excavating equipment is permitted except where specifically identified otherwise in the specifications around delicate structures and in sensitive areas. Power excavating equipment is acceptable.

24. Please confirm no work is included on existing seat wall around Fort Wood except as noted pertaining to existing weeps. No work beyond weep holes in seat walls is included.

25. Will NPS permit bank pour of new post foundation piers? Or is it required to form and pour each post pier and subsequently back fill and compact around each pier? Concrete pouring against excavated earth is not acceptable for the post foundation piers. Compaction of fill around pier ensures adequate soil bearing for lateral resistance. Circular tube forming is acceptable.

Plan & Specifications – Approach Mall – STLI 201065

26. Table of Contents for this specification does not show a section on Irrigation. There is reference to irrigation in the plans for the Approach Mall. PDF for specification contains Section 32 84 00 – Planting Irrigation. Please clarify extent of irrigation SOW for Approach Mall if it is applicable. There is no irrigation work in the Approach Mall beyond repair of any damage during construction, which would be repaired in accordance with the specifications.

27. Sheet L1 states to clean & repoint seatwall. Please confirm that both brick and coping joints a part of the seatwall, including backside of wall gets 100% tuckpointed. If not 100%, please state LF of mortar joints to be figured in this CLIN. The current CLIN quantity for this activity is 1 Lump Sum. The seatwall includes only the granite top and front face. There is no brick. The back of the wall is not included.

Mortar joints are included for all. Contractor is to estimate the quantity and provide a lump sum.

28. Note 20 on Sheet C7 states to remove, store, and reinstall sod per specification section. Please indicate what areas of grass on the site this requirement is necessary. New sod is required in areas impacted by construction.

29. Specification section 03 30 00, 1.6E states that CIP Concrete Reinforcement shop drawings are to be prepared, signed, and sealed by Professional Engineer. Please indicate what CIP Concrete structures need these type shop drawings within the Approach Mall/Flag Plaza project scope. No CIP Concrete Reinforcement shop drawings are required for Approach Mall.

30. Specification section 32 14 16, 2.3C state that Asphalt cement for brick pavers setting bed shall be plant mixed asphalt. Will it be acceptable to mix bituminous setting bed at site? Asphalt shall be plant mixed.

31. Sheet C3 states to “Remove and Reinstall existing booth to location approved by CO”. Please confirm the permanent reinstall location of this booth. Should it be assumed that the booth will be reinstalled in same location to utilize same utility hookups, or new location in which new utilities will need to be ran & installed. The base bid includes removing and reinstalling in original location and utilizing the existing utility hookups. Bid Option B includes complete relocation and extension of new utilities.

32. CLIN 9 Definition in 01 27 00 references disconnection, protection, relocation and reconnection of all site utilities as indicated on Contract Documents. The only specific items referenced in the Approach Mall contract drawings are to reset 31 drainage grates, adjust 4 electric boxes, and adjust 1 water top to finished grade of new pavers. Can more specific information be provided on other required disconnection, protection, relocation, and reconnection of utilities a part of this CLIN? Utilities connections pertain to the existing booth to be removed and replaced.

33. Sheet L1 states to replace 13 broken faces for seat wall structure. Please confirm what CLIN this activity falls under. Granite seatwall faces are included in CLIN 05 – Reset Seatwall Slabs

34. Please confirm what CLIN the cleaning of the granite flagpole base is under, that is mentioned on detail 2/L2. Also please confirm tuckpointing is not required on this granite flagpole base. Flagpole base cleaning and repointing is included in CLIN 04 Clean and Repoint Seatwall.

35. Please confirm if CLIN 5, Clean and Repoint Seat Wall, includes tuckpointing the surface horizontal joint between the granite seatwall pieces and new brick paver perimeter, or if this will just be a tight joint that will be sanded similar to the field brick joints. The joint between seatwall face and new brick band should be pointed with epoxy or non-shrink grout matching the granite in color, per specifications.

36. Please confirm if CLIN 5, Clean and Repoint Seat Wall includes backside of granite seatwall that is not facing flag. The backside of the seatwall is not included.

37. Please confirm if paver mockups will be separate from area of work in designated place, or if mockup will be part of the installed work area. Mock-up can be part of installed work, if approved.

38. Where brick pavers are laid in tight radius at flagpole area, is the intent to cut brick as needed to form correct radius pattern, or to have pie-shaped joint in-between brick pavers? A pie-shaped joint is preferred where it does not exceed ¼”. Contractor to provide a mock-up. Cutting may be required to achieve a sound installation.

39. Project specifications state that site mixing of concrete is prohibited. Given the challenges and potential delays for Ready-mix concrete trucks to arrive on island, would NPS accept mixing concrete on-site with a Silo System, where specified concrete mix would be packaged in 3000 bags, and stored in silo to be mixed in minimum .75 CY mechanical mixer. Site mixed concrete is acceptable. Testing at regular intervals will be required to ensure Quality Control.

Misc.

40. If contractor employees miss the 6:45 staff ferry to Liberty Island for whatever reason, are contractor employees permitted to purchase a ticket and ride on the ferry with general public?

Contractor may ride free on ferry from Ellis Island.

41. For staging of aggregates required for this project, will contractor be permitted to store aggregates in loose bulk form on the ground of the staging area? Or will the contractor be required to store aggregates in 1 ton supersacks? Contractor is not required to use supersacks. Erosion and Sediment control is required for all materials, as necessary.

42. It was stated at the site visit that NPS would consider after hours work (second or third shift) for portions or all of this project to promote easier flow of the project given so much of the project will be completed in high traffic areas during normal business hours. Given the contractor will work after hours, who is responsible for additional costs for canine sweep and escort of delivered items; and who is responsible for additional costs for archeologist to be present after hours as needed? The Government will pay for all security screening and Archeological Monitoring.

43. If contractor is responsible for costs stated above for after hours work, please state hourly or daily rates for each. Contractor is not responsible for additional costs.

44. If contractor works after hours is contractor responsible to arrange and pay for ferry service of employees at the end of the shift? What are security requirements for utilizing after hours ferry service? Contractor is responsible for worker transportation after hours. Security screening for worker shuttles is required, but will be paid for by the Government.

45. Sheet L1 Legend states to provide Future Granite Replacement by furnishing 2600 SF of Type 1 pavers for the hatched areas. Please confirm this is not supposed to be 2600 brick. The takeoff on each of these square profiles is roughly 140 SF, and there is four squares that are hatched for future repair.

The total SF would be about 560 SF, which equals roughly 2600 brick total. The 2600 SF includes future work in hatched areas and overage for attic stock.

46. We would like clarification on the establishment periods mentioned in the specifications, specifically access to the island. Under the Main Mall Specs, section 320533, 3.2, we are required to inspect the irrigation equipment weekly for a full year after completion. As part of this requirement, will crews be able to utilize that crew boat to and from the island, at no charge, for this type of establishment/maintenance period? Yes, the contractor will be permitted to use the staff boats at no charge for these inspections.

47. Regarding Contract Line Item No. 13, as defined in specification section 01 27 00: Please clarify which pavers are to be included as part of this CLIN. The way we understand the pavers for the Main Mall area, is that existing asphalt to be removed and replaced with structural soil and pavers, fall under CLIN 14. The pavers that are replacing the removed granite panels, fall under CLIN 12. It is unclear what falls under CLIN 13. CLIN 13 covers paver installation for the transitions between the new paver bands and the existing brick pavers within the Main Mall.

48. We would like clarification on the establishment periods mentioned in the specificiations, specifically access to the island.
