STLI-201065/211177/224137 – NPS Solicitation P17PS00002 10/13/2016

QUESTIONS AND ANSWERS - #1 through #11

Please find the following government responses to Questions #01 through #11, which were provided in response to the previous solicitation for this project. Additionally, questions provided from the previous pre-bid meeting are provided for your information.

1. Can you provide the names and contact information of commonly used barge companies if available? A known company for the landing barge is Miller’s Launch (see Pre-Bid Comments/Clarifications attachment).

2. Can you please provide the price magnitude of the construction breakdown for the following:

-STLI 211177

-STLI 201065 (Approach Mall) -STLI 201065 (Main Mall)

A breakdown by project is not being provided. The combined magnitude of construction, per block 10 of the attached SF-1442, is as follows: FAR 36.204 Between $1M and $5M; NPS DSC Between $3M and $4M.

3. What time in the morning is allowable for the barges to arrive? The inspection of supply barges begins at approximately 6:30 a.m. at the departure location.

4. If we can provide transportation to the island for our workers prior to the first worker ferry arrival, is that allowable? The contractor shall plan to take the approximately 6:45am staff boat from Ellis

Island to Liberty Island. The use of a separate crew boat is not allowed at this time.

5. Can the contractor have access from the barge area directly through the wooded area to the paving stone site storage area (in order to cut down on transportation time and mitigate interaction with the public)? Contractors will be allowed to access thru the wooded area in order to facilitate performance of the work, with the following parameters:

The contractor may remove up to a 12' wide path of access through the vegetation. All vegetation taken down for access purposes shall be removed.

The contractor may remove up to a 12' wide section of access through the raised earth berm.

The berm need not be restored at the conclusion of work.

The contractor may remove up to a 12' wide section of access through the circular plaza masonry seat wall. At the conclusion of the project work, the contractor shall be prepared to reconstruct the previously-removed section of seat wall to match, if needed.

All other areas of the park to remain shall be protected during the work.

The flagpole lights located immediately outside the seat wall on the northwest side shall remain undisturbed and fully operational throughout the work. Contractor shall protect these lights accordingly.

Contractor's direct access location shall be located at about 10 to 11 o'clock on the L1 Flag Plaza plan (see attached sheet L.1). Exact location shall be coordinated with the NPS prior to construction.

6. Is this a union work project, or is it open shop project? Refer to Davis Bacon General Decision

Number NY16003 (NY3 wage rates) included in the solicitation.

7. Can we get information as to what is currently under the paver stone walkways now (ie. stonedust, concrete pad, concrete pad with rebar)? If it is concrete or concrete with rebar, can we get the thickness of this pad? Please see the details on Sheet L4 of the Approach Mall/Flag Plaza and Main Mall and Tree Panels construction documents. The existing pavers are placed in a setting bed on top of the existing concrete slab. The existing concrete slab varies from 6” to over 12”. The existing concrete slab is to remain.

8. For the new paver and resetting of the old pavers, is there any wire mesh or rebar required in the concrete pad that will be beneath the pavers? There is no work requiring a concrete pad beneath new pavers. The new pavers are to be installed on an asphalt setting bed on top of the existing concrete slab. New concrete is associated with the trench drain and granite curb.

9. Please provide clarification on the following: Page 113 of 127: Past Performance Evaluation Factor 5, "Documented results from other past performance questionnaires, PPIRS, FAPIIS and other sources may also be used as the basis for the assessment." Please clarify whether the offeror is required to submit Past Performance Questionnaires, or if these documented results (previously completed past performance questionnaires, CPARS, CCASS, etc.) can be provided by the offeror in lieu of the Past Performance Questionnaires.

While the reference states, "documented results from other past performance questionnaires, PPIRS, FAPIIS and other sources may also be used as the basis for the assessment,” please furnish this material as much you are able to avoid the possibility that the documentation cannot be researched or discovered.

If you can provide relevant PPIRS reports, this would be satisfactory, but completed questionnaires must be forwarded by the reference.
