STLI-201065/211177/224137 – NPS Solicitation P17PS00002 Amendment No. 6 – 11/18/2016
QUESTIONS AND ANSWERS - #1 - #8:
Please find the following government responses (in red) to Questions #1 through #8:
1. It was noted at the walk-thru that separation barriers will need to be in place to allow at least 50% access to all areas, at all times (including general and accessible routes). Please confirm that separation barriers can remain in place through construction and will not need to be dismantled on a daily basis (overnight). Barriers may remain in place overnight. Work areas should be sized to minimize the length of time an area is closed.
2. The Contract Price Schedule provides a breakout of pricing for each of the three drawing sets/projects. Please confirm which CLIN's constitutes the overall Base Bid and which CLIN's would constitute an Option. The general conditions (i.e.: supervision, power, etc.) needs to be distributed across the base bid CLIN's. See Revised Contract Price Schedule included in Amendment 3.
3. Is the Owner contemplating awarding the three projects to multiple (up to three) prime contractors? No. The three projects will be awarded as one contract.
4. There are three line items to be completed in the Contract Price Schedule where it is indicated
"TOTAL BASE PRICE (Contract Line Item Number # through ##". Do these constitute three base bid amounts? No. There is only one base bid. See Revised Contract Price Schedule included in Amendment 3.
5. Are as-built drawings of existing kiosk foundations available? Pile foundations were observed during the walk through of other buildings on site and it is unclear if they exist at the kiosks. If as-builts are not available, can bids be based on the assumption that piles will not be required?
Please see the attached as-built documents. For bidding purposes, foundations should be assumed to match that of these as-built documents. See attached plans (13 pages).
6. Clarification is requested on the trench drain being installed along the Main Mall/Tree Panels. The Legend on sheet C3 indicates the trench drains to be stainless steel. Section 5/C5 also notes stainless steel. The manufacturer's specifications listed on drawing C5 indicate the drain is to be polymer concrete with galvanized edge rails. Please confirm which model and material the design is based on. The basis of design for the trench drain shall be the KS300 – Stainless Steel Edge Rail Channel System with polymer concrete channel. The basis of design for the grate shall be stainless steel model 847Q.
7. Please clarify the kiosk relocations and their associated bid items. There are two kiosk relocations on the project. The kiosk and associated utility relocations located on the Approach Mall drawings is Bid Option B. The Vending Machine Shelter (Kiosk) relocation on the Main Mall and Tree Panels project is CLIN 18, Relocate Kiosk and Associated Utilities.
8. With regards to the past performance questionnaires, can CPARS/CCASS Evaluations be submitted in their place? Yes, completed CPARS/CCASS performance evaluations are acceptable.
