About this file

This is a 100% Bid Documents specification for a federal construction project to renovate the Ambassador Suite and Main Lobby in Building 1 at John Cochran VAMC in Saint Louis, Missouri. The project, numbered 657-24-111JC, is under the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 15, with solicitation number 36C25526R0167.

The scope of work encompasses selective demolition and full cosmetic renovation of two areas: the Ambassador Suite (approximately 3,562 square feet) containing patient waiting, pharmacy consult, information desk, enrollment/eligibility, and advocacy functions; and the Main Lobby (approximately 2,308 square feet) serving as the primary building entrance. The work includes new entry vestibules, accessibility ramps, complete demolition and reconstruction of finishes, flooring, ceilings, lighting, door hardware, casework, signage, and associated mechanical, electrical, plumbing, fire protection, and communications systems. The project requires phased construction across six phases for the Ambassador Suite and four phases for the Main Lobby to maintain continuous facility operations 24/7. The approximate total construction period is 218 days. Critical requirements include detailed infection control and interim life safety measures, strict material delivery protocols with completion by 7:30 a.m., adherence to ICRA guidelines, security procedures including badge requirements and photography restrictions, coordination of utility interruptions requiring 21-day advance written notice, comprehensive CPM scheduling with monthly updates, and extensive warranty management including 4 and 9-month post-construction inspections. The contractor must provide as-built drawings, maintenance and operating manuals, factory-trained operator instructions, and professional testing and commissioning documentation. All work must maintain existing fire protection and alarm systems, prevent dust/debris contamination in patient care areas, and coordinate with ongoing medical center operations without additional cost to the government if schedule modifications are required.
