About this file
This document is a justification for a single source award in accordance with FAR 13.106-1 for a contract not exceeding $250,000. The Department of Veterans Affairs VISN 01 Central Western Massachusetts VA Medical Center requires Northeast Integrated Systems to perform programming of the fire alarm software on campus as part of project 631-23-014 to replace the roof of Building 7. Northeast Integrated Systems originally developed, wrote, and installed the fire alarm program currently under warranty for the campus life safety systems. Any programming performed by an alternate source would void the existing warranty covering the fire alarm panels and devices software across all campus buildings, estimated at a total cost of $400,000. Market research found Northeast Integrated Systems to be the only supplier able to meet the quality programming and certification requirements while maintaining the existing warranty. The estimated cost of the single source award is $2,400 for required programming changes to the fire alarm system as part of the roof replacement project.
The related federal contract opportunity is solicitation number 36C24123R0183 for project 631-23-014 to replace the roof of Building 7 at the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 Central Western Massachusetts VA Medical Center. General contractors will bid on the overall project, of which fire alarm programming is estimated to be less than 1% of total costs.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C241-23-AP-4016
1. Contracting Activity:
Department of Veterans Affairs, VISN 01, Central Western Massachusetts VA Medical Center.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The primary contractor and its subcontractors to receive award for Replace Roof Building 7, Project Number 631-23-014 is to utilize Northeast Integrated Systems (NEI) for programming the fire alarm software on campus. Northeast Integrated systems has a warranty covering the fire alarm system and another programmer would void the warranty of the system for the campus. This warranty includes the fire alarm panels and devices software for each building on campus.
Estimated total cost for to this specific project is $2,400.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Services provided include incorporating any changes to fire alarm devices, added/deleted devices, alarms, signalization and changes to zones into existing program in the campus fire alarm systems. The program was developed, written, and installed by NEI and is currently under warranty. The NEI program is integral to the life safety systems of the Central Western Massachusetts VA Medical Center campus.
The cost of the programming is approximately $1,500 per change. The programming overall cost for the campus cost approximately $120,000. Any programming outside of that done by NEI would void the warranty on this $400,000 system.
4. Description of market research conducted and results or statement why it was not conducted:
As this is a portion of the overall solicitation, there was not a specific effort to ensure offers are solicited from multiple sources. However, research was conducted on the various suppliers for the quality programming and certifications required by our standard construction specifications. This research has concluded that while there is a cost difference between different vendors for the programming, the estimated costs are within a $500 on a project of this size and in all cases were higher due to the vendors not completing the initial programming. The procurement package does contain a detailed independent government estimate which the Contracting Officer will use to make a fair and reasonable price determination. The procurement plan will have multiple general contractors bid on the project where the fire alarm programming are estimated to be significantly less than 1% of the overall total project cost.
The Northeast Integrated Systems warranty is currently active.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106- 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
