About this file
This document contains questions and answers related to federal contract solicitation number 36C24123R0183. Work can be performed simultaneously on Building 7 and Building 5. Staging will take place behind Building 7. PROJECT NAME: 631-23-014_Replace Roof Building 7
Question #: 01 Sheet: N/A Spec: General Conditions Topic: Management Question: Please confirm, must the SSHO and superintendent / QCM be separate individuals, or can one individual fill both positions?
Response: One individual can fill both positions.
Question #: 02 Sheet: N/A Spec: N/A Topic: Work Hours Question: Please confirm, is the entirety of this project anticipated to be performed during regular day shift hours?
Response: Confirmed, the project can perform during regular shift hours.
Question #: 03 Sheet: N/A Spec: 02 82 11 Topic: Abatement Question: In the asbestos report provided in the specifications, it states to assume entire roof system requires abatement, however it also lists a quantity 2,000 SF of ACM at the roof. Being that the actual area of the roof is much larger than 2,000 SF, how many square feet of ACM within the existing roof system should the contractor assume, for bidding purposes, will require abatement?
Response: We expect 2000SF ACM slater cement to be present. In past roofing demolitions, we have found slater cement in the first few feet off of the roof edge and eaves.
Question #: 04 Sheet: N/A Spec: N/A Topic: Roof Warranty Question: Is the existing roof of Building 7 and/or Building 5 under an existing warranty? If so, who holds the current warranty?
Response: There is no existing warranty roof for Building 7 and Building 5.
Question #: 05 Sheet: N/A Spec: General Conditions Topic: Material Staging Question: Is there a designated material staging location at the facility for this project? If so, where is it relative to the work area?
Response: Staging location will be behind Building 7.
Question #: 06 Sheet: N/A Spec: N/A Topic: Phasing Question: Can work be performed on Building 7 and Building 5 simultaneously, or will the contractor be constrained to complete one roof before moving onto the other?
Response: Work can be performed on Building 5 and Building 7 simultaneously.
Question #: 07 Sheet: N/A Spec: N/A Topic: Submittal Exchange Question: Is the contractor responsible for costs associated with the Submittal Exchange platform as part of this contract?
Response: Contractor is responsible for project management software. The Station will accept Submittal Exchange for use on this project.
Question #: 08 Sheet: 7-H-103 Spec: 02 83 33.13 Topic: Lead Based Paint Question: The contract documents do not seem to give a direct means of quantifying the lead-based paint removal. For bidding purposes, how much lead-based paint is to be assumed to be removed as part of this contract?
Response: The expected lead-based materials will be the paint on the old facia, soffit, and trim which must be contained and disposed during demolition per the specifications. The new facia, soffit, and trim will be a PVC type material per the specifications.
Question #: 09 Sheet: 7-H-103 Spec: Solicitation Topic: Deduct Alternate Question: 7-H-103 mentions a deductive alternate for keeping the existing slate roof, however this is not reflected in the price schedule provided on page 5 of the solicitation. Please clarify whether there is to be a deductive alternate on this bid, and if so please provide a revised price schedule to show the deduct alternate for bid submission.
Response: There will be no deductive alternative on this bid and drawing 7-H-103 will be revised and updated.
Question #: 10 Sheet: See Page 1 of SOW (1.2) Spec: N/A Topic: Administrative NTP Question: Because of long lead times on roofing material, would the VA consider issuing an administrative NTP to allow for procurement prior to the start of the period of performance?
Response: We do not have administrate NTPs for ordering material, we will address any delays with proof of any delay as we receive them. We have not experienced any issues with ordering roofing materials on any of our previous site projects. As shown in the SOW (1.2) time has been built into the 240 calendar days for construction, ordering, demo, and weather delays etc...
