About this file
This document is a Request for Proposal (RFP) issued by the Ontario International Airport Authority (OIAA) for a Ground Power Unit (GPU) Lifecycle Replacement project in Terminal 2 and Terminal 4. The project involves furnishing and installing twenty-four (24) new Aircraft 400 Hz Ground Power Units, specifically twenty-two (22) Narrow Body Group III and Regional Jet Gates, and two (2) Wide Body Group IV and V Gates. The successful bidder will be responsible for scope confirmation, shop drawings, permitting, fabrication, delivery, removal and disposal of existing units, installation, testing, and acceptance of Passenger Boarding Bridge mounted Ground Power Units. The existing units, installed in 1998, have reached the end of their operational life and are being replaced to support sustainability efforts and reduce airport-related emissions.
The project aims to improve airport functionality and contribute to California State Implementation Plan (SIP) emissions reduction goals in the South Coast Air Basin. The bidder must ensure compatibility with existing electrical services, reestablish power and communication connections, and comply with all local, state, and federal codes and ordinances. Work is expected to be completed within airport operating hours, with strict coordination requirements including gate shutdown scheduling, TSA area coordination, and minimal disruption to airport operations. The RFP includes administrative requirements such as SBE/DBE/ACDBE policy compliance, various document submissions, and adherence to federal and state labor requirements, with attachments providing detailed technical specifications, bid forms, and federal provisions.

NoIB Outline HNTB Tasks OIAA Tasks
1. Introduction
1.1. Summary
The successful Bidder will be expected to complete the requested scope, at and under the Authority’s direction, to Furnish and Install Aircraft 400 Hz Ground Power Units in Terminal 2 and Terminal 4. The work shall include scope confirmation, shop drawings, and permitting. Construction work under this contract shall include fabrication, delivery, removal and disposal of existing units, installation, testing, and acceptance of Passenger Boarding Bridge mounted Ground Power Units at Twenty-Two (22) Narrow Body Group III and Regional Jet Gates, and Two (2) Wide Body Group IV and V Gates, which will be identified by the Attachment A-Plan View and Equipment Schedule.
Proposer shall inspect the existing electrical service at each Gate and confirm that the new Ground Power units are compatible with the existing electrical service. Proposer shall be responsible for reestablishing all power and communication connections to the proposed unites to provide a complete and operable installation.
Bidder shall be responsible to ensure that the equipment and installation meet all applicable Local, State, and Federal codes and ordinances.
The existing Ground Power units, installed in 1998, have reached the end of their effective operational lives and are exhibiting signs of failure. Without a Ground Power unit, a gated aircraft’s auxiliary power unit (APU) would generate the energy to operate on-board systems. The OIAA recognizes the need to support sustainability efforts and the reduction of Airport-related emissions. The replacement of Ground Power units would reduce criteria pollutant emissions at ONT by avoiding APU use during gate operations. Reduction in pollutant levels would aid in meeting California State Implementation Plan (SIP) emissions reduction goals in the South Coast Air Basin.
Overall, the Project would improve and allow for the functionality and sustainability of the airport.
