About this file
This is Amendment 2 to a solicitation issued by the Office of Management and Enterprise Services (OMES) Central Purchasing division on behalf of the Oklahoma Health Care Authority Employees Group Insurance Division for Health Savings Account (HSA) Administrator services. The amendment updates the bid submission deadline to August 3, 2026, at 3:00 p.m. Central Standard Time and incorporates responses to 51 questions submitted during the Q&A period, which closed on July 7, 2026. The contract will provide HSA administrative services to approximately 26,588 members (15,292 primary members and 11,296 dependents) enrolled in the HealthChoice High Deductible Health Plan across more than 900 payroll systems within the State of Oklahoma. Services include 24/7 online account access, debit card functionality, investment options, rollover processing, tax reporting, contribution handling, and customer service through multiple channels. The contract is an indefinite-delivery, indefinite-quantity firm fixed-price agreement with an effective date of January 1, 2027, and an initial term of one year with four one-year renewal options.
The Q&A clarifications confirm that participation in the HSA program is voluntary for state employees only, with no employer contributions and enrollment occurring through the Workday platform. The incumbent administrator is American Fidelity, and the current vendor funds the program with no compensation model in place. Bidders must acknowledge receipt of this amendment prior to the submission deadline, and all other terms and conditions of the original solicitation remain unchanged. Bidders are required to submit Authority to Operate confirmation, three years of audited financial statements, a SSAE 18 SOC1 audit report, current Oklahoma business authorization, and evidence of commercial general liability insurance of at least $2 million per occurrence and security/privacy liability insurance of $5 million per occurrence. The awardee receives no direct compensation from the state; all fees are established directly between the HSA Administrator and individual members.
