About this file
This is an Agency Solicitation (Solicitation No. EV00000906) issued by the Office of Management and Enterprise Services (OMES) Central Purchasing division on behalf of the Oklahoma Health Care Authority Employees Group Insurance Division (EGID) seeking proposals from qualified HSA Administrators to provide Health Savings Account administrative services, custodial services, and member support for individuals enrolled in the HealthChoice High Deductible Health Plan (HDHP). The solicitation specifically requests HSA account administration including secure account access, transaction processing, debit card functionality, investment options, and member customer support for approximately 15,292 primary members and 11,296 dependents currently enrolled in the HDHP as of plan year 2025. The contract includes an initial one-year term with four one-year renewal options. The document does not specify response dates, due dates, site visits, or bidder's meetings; however, it notes that the Bidder's facilities may be made available to EGID for on-site visits if determined beneficial as part of the final evaluation process. Evaluation will be conducted using a best value criterion considering quality of response, mandatory requirements, experience with specifications, executive summary and company information, references, and price and cost.

The HSA Administrator benefits from gaining access to HDHP members who choose to utilize the administrator's services. Bidders must demonstrate financial stability by providing audited financial statements for three previous fiscal years and the most recent SSAE 18 SOC1 audit report, and must maintain current authorization to conduct business in Oklahoma including any required regulatory licensure for HSA administration. The contract covers a population of over 900 employer groups served by EGID, which operates under the Oklahoma Employees Insurance and Benefits Act and serves approximately 124,051 state employees, education employees, and other eligible employees. The current TPA for plan year 2026 is UMR (a UnitedHealth Group company), and the current PBM is CVS Caremark. Absolutely no commissions or finder's fees shall be paid to any subcontractor, broker, agent, or other entity as a result of this contract.
