About this file
This is an Amendment of Solicitation (OMES Form CP011) issued by the Oklahoma Office of Management and Enterprise Services (OMES) Central Purchasing division on behalf of the Oklahoma Health Care Authority Employees Group Insurance Division for HSA Administrator services. The amendment extends the bid submission deadline from the original July 20, 2026 date to August 3, 2026 at 3:00 p.m. Central Standard Time. The solicitation (EV00000906, Requisition #8070002780) seeks proposals for HSA administrative services and account access for approximately 15,292 primary members and 11,296 dependents enrolled in the HealthChoice High Deductible Health Plan (HDHP). The contract is structured as an indefinite-delivery, indefinite-quantity firm fixed-price agreement with an initial one-year term and four one-year renewal options. All suppliers who received the original solicitation must acknowledge receipt of this amendment either by signing and returning it with their bid response or, if they have already submitted a response, by signing and returning the acknowledgment before the extended deadline. Suppliers should direct acknowledgments and questions to Contracting Officer Samantha Fox at 405-522-6266 or Samantha.fox@omes.ok.gov, with the solicitation number and bid opening date clearly noted in email subject lines.
The HSA Administrator must provide 24/7 online account access, debit card functionality, investment options, rollover processing, and tax reporting services (1099-SA and Form 5498-SA at no additional cost) while handling pre-tax and post-tax contributions across more than 900 payroll systems and Section 125 plans. The awardee must execute a Business Associate Agreement compliant with HIPAA (45 CFR Parts 160 and 164), maintain security incident reporting within 72 hours of discovery, and ensure all data is encrypted at rest and in transit with storage and processing in the United States only. Required qualifications include Authority to Operate (ATO) or ATO-request confirmation, three years of audited financial statements, the most recent SSAE 18 SOC1 audit report, current Oklahoma business authorization, and commercial general liability insurance of at least $2 million per occurrence and security and privacy liability insurance of $5 million per occurrence. The awardee receives no direct compensation from the Employees Group Insurance Division; all fees are established in individual agreements between the HSA Administrator and members. Pricing must remain firm for a minimum of 120 days following the bid due date and is not confidential. The contract utilizes federal funds and includes IT components owned by OMES IS. The current HSA Administrator is UMR (UnitedHealth Group company), and no minimum or maximum amount of services is guaranteed.
