About this file

This is a Request for Applications (RFA) announcement issued by Oregon Housing and Community Services (OHCS) to establish a statewide qualified appraiser list for multifamily affordable housing development. OHCS administers multiple funding programs including HUD Risk-Share, Low-Income Housing Tax Credit (LIHTC) allocations, HOME funds, and state-financed programs. The RFA seeks applications from qualified, certified general appraisers and appraisal firms with demonstrated expertise in multifamily housing valuation, particularly in HUD Multifamily Risk-Sharing projects, LIHTC projects, HOME-funded initiatives, and other affordable housing programs. Applications must be submitted through OregonBuys (https://oregonbuys.gov/) under OHCS Bid #S-91400-00017050. OHCS will host a pre-application conference on June 4, 2026, at 10:00 a.m. PST to explain the process and answer questions; registration is required using the provided Microsoft Teams link. All updates and additional information will be published in OregonBuys, and prospective applicants must register as suppliers in the system to access current opportunity details.

Federal law (IRC 42, HUD Section 542(c)) and HOME program regulations (24 CFR 92) require independent third-party market analyses and appraisals for income-restricted projects, establishing the regulatory basis for this qualified appraiser list. The resulting list will be made available to housing developers, nonprofits, and for-profit entities seeking OHCS financing or funding for multifamily affordable housing development projects. Funding sources include HUD Risk-Share, LIHTC allocations, HOME funds, and state-financed programs. For additional information and RFA questions, interested parties should contact DeAundra Lewelling at deaundra.lewelling@hcs.oregon.gov or reach OregonBuys supplier support at 1-855-800-5046 or support.oregonbuys@das.oregon.gov.
