About this file

This is a Cost Proposal Form attachment for Request for Applications (RFA) 9288 issued by Oregon Housing and Community Services (OHCS) to establish a Qualified Appraiser List for Multifamily Affordable Housing Development. The RFA seeks qualified appraisers and market analysts to provide comprehensive services including as-is appraisals for acquisition and existing properties, prospective appraisals for new construction, market analysis and rent feasibility studies, appraisal review and certification services, and consulting and advisory services for multifamily affordable housing projects. Applicants must provide detailed pricing structures addressing appraisal fees (with options for fixed fees or hourly rates), market study fees, review services, and consulting rates. The cost proposal represents 15 percent of the total evaluation score (Criterion D). Approved applicants will be added to a qualified appraiser list for a two-year approval period, with pricing guaranteed throughout this period unless updated prior to renewal.

The cost proposal requires applicants to specify whether appraisal services will be provided at fixed fees per project or hourly rates, with separate pricing for standard multifamily properties, prospective appraisals, and complex features such as mixed-use or supportive housing components. Market analysis fees must be detailed for standard studies (40-100 units) and comprehensive studies with advanced analysis. Applicants must clarify whether travel expenses, report delivery, and rush services are included in base fees or billed separately, and must provide volume discount schedules if referring 10 or more projects annually. Payment terms, invoicing procedures, and cost control protocols must be specified, with applicants certifying that all listed fees are accurate, competitive, and reasonable for Oregon's Low-Income Housing Tax Credit and HOME multifamily work. OHCS reserves the right to request pricing clarification within five business days and may deem cost proposals incomplete if sections are not thoroughly addressed.
