About this file

This FAQ Addendum No. 1 document addresses clarifications submitted by prospective applicants to Oregon Housing and Community Services (OHCS) for RFA #9288 regarding the establishment of a qualified appraiser list for multifamily affordable housing development. The RFA solicits applications from qualified appraisal professionals and firms to provide market analysis and appraisal services, with applications due June 30, 2026 at 3:00 p.m. PST. A pre-application webinar was held on June 4, 2026 at 10:00 a.m. PST, and clarifications provided address questions raised during that webinar and via email submissions to the procurement specialist. Successful applicants will be placed on an approved list for a five-year initial term with optional extensions up to five additional one-year terms.

Key clarifications confirm that firms may submit a single application listing multiple appraisers as staff, with all listed personnel approved under the firm's application upon approval. The RFA establishes a consolidated approved list for both market analysis and appraisal services, not separate lists. Previously approved Market Analyst list members must still apply under RFA #9288 for consideration on the new Appraiser list for OHCS Direct Lending. If an approved appraiser leaves a firm, the firm must notify OHCS, which may remove the individual from the approved list; however, that appraiser may submit an independent application for separate approval. All applications submitted under RFA #9288 will be evaluated for placement on the combined approved list for both market studies/analysis and appraisal services.
