About this file

This document is a Request for Proposal (RFP) from the State of Hawaii, Department of Labor and Industrial Relations (DLIR) seeking qualified contractors to provide Unemployment Insurance (UI) system modernization software and implementation services. The project involves the modernization of DLIR's UI system, including requirements, ongoing services, and other related attachments. The RFP outlines the need for the contractor to provide a comprehensive UI solution, including functionality for initial claims, weekly claims, claim management, monetary determination, payments, payment control, tracking, charging, adjudication, appeals, Local Area Unemployment Statistics (LAUS), Quarterly Census of Employment and Wages (QCEW), analytics and reporting, security, and financial research and analysis.

The RFP provides detailed requirements across these functional areas and requires the contractor to demonstrate experience and capabilities to meet the state's needs. The contract term is not specified, but the RFP indicates that the solution must be configurable to support various UI program types and claims based on Hawaii's business rules. Pricing terms, set-asides, incumbents, funding requirements, and sources are not explicitly stated in the RFP document.
