About this file

This document is an Intent to Award Notice for a Request for Proposals (RFP) issued by the State of Oregon, Department of Administrative Services (DAS), Procurement Services, and the Oregon Department of Human Services (ODHS), Office of Developmental Disabilities Services (ODDS) for a Case Management System. Based on the evaluation of proposals submitted in three rounds, DAS and ODDS intend to award a contract to RSM Public Sector, subject to satisfactory completion of required submissions and negotiation of final contract terms. The RFP solicited proposals for a comprehensive statewide case management solution for Intellectual and Developmental Disabilities to help ODHS comply with legislative policy and mandates and achieve optimization around program integrity and operational efficiency, including the services necessary to install, configure, implement, maintain, and support the solution.

The notice provides details on the evaluation process, including the overall ranking of the four proposals that were evaluated in Round 3, with RSM Public Sector ranking first. It also outlines the protest submission requirements and procedures for Proposers who claim to be affected by the selection of the apparent successful Proposer.

Re: RFP Notice of Intent to Award (“Notice”)

Pursuant to provisions under Section 5.1 of the RFP, Award Notification Process, and RFP Amendment No. 4, the State of Oregon, Department of Administrative Services (“DAS”), Procurement Services (“DAS PS”) and the ODDS Evaluation Committee (“Committee”) have completed evaluation of all required submissions from the Round 3 Competitive Range Proposers who responded to the RFP and its Amendments.

Based upon the results of this evaluation, DAS PS and ODDS announce their intention to forego any further competition and issue this Notice of their conditional intent to award a contract for the ODDS Case Management System to RSM Public Sector.

DAS and DOJ (“State Parties”) will not execute a contract for the prescribed services to RSM Public Sector, unless the following conditions are satisfied within a reasonable period from the date of this Notice:

1. Satisfactory completion of the provisions of Section 5.3 of the RFP, Apparent Successful Proposer Submission Requirements, which may include resubmission of updated documents requested for the RFP as appropriate, and

2. Negotiation of mutually acceptable final contract terms and conditions, including statement of work and price, according to the relevant provisions of the RFP and its Amendments.

If these conditions are not satisfied, the State Parties will exercise one or more options in accordance with RFP Section 5.4.1, Negotiation. These options include: cancelling the solicitation or commencing final contract negotiations with the next ranking Proposer. In the exercise of any such option the State Parties will comply with the relevant provisions of the RFP and its Amendments.
