About this file
This is a Notice to Contractors issued by the State of Connecticut Department of Transportation dated March 27, 2026, regarding enhanced bidding workflow changes on Bidx.com. The notice informs contractors of significant modifications to the bidding process that will take effect for projects advertised on April 8, 2026, with a letting date of May 6, 2026. Any project advertised prior to April 8, 2026, that has its letting date postponed beyond April 29, 2026, will require submission in the new enhanced format. The primary changes include the elimination of required installed software, allowing bidding from any modern computer including Mac systems; a browser-based bid form that maintains familiar functionality while improving efficiency and accessibility; and a new "Check Bid" feature that provides intuitive error checking to guide contractors through the correction process.
Contractors must prepare for the transition by understanding the updated Digital ID requirements, as existing Digital ID holders will be prompted to import their Infotech Digital ID into their browser starting with the April 8, 2026, advertising date. Additionally, a security key will be automatically created upon first access to a proposal in the new system, serving as a backup to the Digital ID. Infotech has provided contractor guides and resources available through Bidx.com and the Bid Express Knowledge Center. Bidx Support is available Monday through Friday from 7:00 am to 8:00 pm Eastern time at (888) 352-2439 option #1 or customer.support@bidx.com. For questions regarding bidding and award procedures, contractors should contact Philip Melchionne at DOTContracts@ct.gov.
