HazMat Inspection Letter Summary
This document is a hazardous materials inspection letter from TRC Companies to the Connecticut Department of Transportation (ConnDOT) regarding Bridge No. 06770 in Milford, Connecticut. The letter reports findings from a limited hazardous materials site investigation conducted as part of the bridge rehabilitation project under the On-Call Asbestos, Lead, Air Quality & Demolition Compliance Agreement No. 10.04-02 (23). The inspection was completed on May 27, 2026, and included testing for lead paint, asbestos-containing materials, and other hazardous items in accessible areas of the culvert structure. Four bulk samples were collected and analyzed using polarized light microscopy (PLM) to test suspect asbestos materials, specifically black tar coating and mortar from the culvert interior walls.
The inspection findings indicate that no lead paint was identified on painted surfaces, and all four asbestos samples tested negative for asbestos-containing materials (ACM) above the 1% threshold. Specifically, samples of grey culvert mortar and black interior culvert tar coating contained no detectable asbestos. No other hazardous or regulated items, bird or pigeon guano, or evidence of homeless activity or bloodborne pathogens were identified in the accessible areas. TRC's Laboratory is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP) for Bulk Asbestos Fiber Analysis and maintains multiple state certifications. Laboratory analysis was completed on May 15, 2026, with detailed results, project descriptions, and site maps provided as supporting documentation.

Rehabilitation of Bridge No. 06770
Milford Parkway over Unnamed Brook.
Milford
Project Description
Bridge No. 06770 (single barrel culvert) carries an unnamed brook under SR 796 (Milford Parkway) and is located ± 0.2 miles north of Route 15 (Merritt Parkway) and ±36 feet upstream of a 72-inch single broken-back culvert under Metro-North Railroad (MNR) Waterbury Branch. The unnamed brook flows parallel to
SR 796 before it enters the subject culvert and flows further into a 72-inch RCP under Metro North Railroad
(MNR) before discharging into the Housatonic River to the west.
This project is intended to address structural deficiencies and provide a complete rehabilitation of the existing culvert. The rehabilitation will be achieved through relining the existing 72-inch diameter, 196-foot-long ACCMP pipe.
Bridge No. 06770 is a 72-inch diameter asphalt-coated corrugated metal pipe (ACCMP) culvert that carries an unnamed brook under SR 796 (Milford Parkway Extension) in Milford. Built in 1992, the culvert is 196 feet long and carries flow under SR 796 at a 42° skew. The culvert is located ± 0.2 miles north of Route 15
(Merritt Parkway) and ±36 feet upstream of a 72-inch single broken-back culvert under Metro-North
Railroad (MNR) Waterbury Branch. SR 796 is a two-lane bi-directional Urban Freeway with an overall width of 56 feet and has an ADT of 28,700 (2022). SR 796, has a posted speed limit of 55 mph. An advisory speed limit sign of 45 mph is located on the eastbound lane prior to the project due to the horizontal curve.
SR 796 has Average Daily Traffic (ADT) of approximately 28,100 vehicles (2022 CTDOT Open Data
Portal-Annual Average Daily Traffic), 20,100 of which are EB and 8,000 for WB. The existing lane configuration of SR 796 Eastbound consists of a single 12- foot travel lane with a 4-foot inside shoulder and a 12-foot outside shoulder. The existing lane configuration of SR 796 Westbound consists of a single
14-foot travel lane with a 3 to 4-foot inside shoulder and an 8-foot outside shoulder. Metal Beam Rail
(MBR) is present along both sides of the roadway. Minimal impacts on the roadway are expected.
Embankment fill above the culvert ranges between 17 feet to 46-feet. There are reinforced concrete end walls and flared wing walls beyond the edges of pavement on the east and west sides of the highway. The existing culvert is Structurally Deficient due to the deteriorated condition of the pipe.
The proposed project is intended to address structural deficiencies in the existing culvert and provide a complete rehabilitation of the existing culvert and extend its service life. The rehabilitation will be achieved by providing structural relining in the existing 72-inch diameter, 196-foot-long ACCMP pipe. The structural liner pipe will be a Glass Reinforced Polymer (GRP) pipe with an Outer Diameter (OD) of 65 inches and an Inner Diameter (ID) of 63.11 inches. The existing corrugated pipe has areas of severe section loss as well as perforations in the lower portions of the culvert. These areas will be cleaned and any voids below the existing pipe shall be filled with pressure grouting prior to installation of the GRP liner pipe. The space between the existing pipe and the proposed liner pipe will be filled with controlled low strength material grout which will transfer all the loads from the earth fill to the existing culvert and into the proposed structural liner. It should be noted that the effect of live load on the culvert pipe is negligible due to the fill height over the pipe. The proposed construction would also include the clearing and re-armoring of the inlet and outlet areas and rehabilitating and patching of the headwalls and wing walls at the inlet and reconstructing the northwest wing wall at the outlet. New cast-in-place cutoff walls will also be added at both inverts to prevent future scouring and undermining.
To improve inlet hydraulics, a beveled entrance is also proposed. Baffles will be installed in the runout section of the culvert to arrest the velocity increase. The deteriorated existing standard riprap outlet protection will be replaced with a preformed scour hole. Temporary access roads will be constructed both on the inlet and outlet sides to provide access for construction personnel and equipment. The existing 12

Milford Parkway over Unnamed Brook.
Milford foot wide by 12-foot-high reinforced concrete tunnel located approximately 180 feet north of the culvert inlet will also be used for construction access from the east to the to the downstream end on the west.
Temporary Earth Retaining Systems (TERS) will be installed to construct the temporary access road on the west side of SR 796 beyond the access tunnel to gain access to the outlet. The off- road/embankment grades will be restored to pre-construction conditions.
SR 796 serves as an important connection between the Merritt Parkway and Interstate 95 with no other alternate routes. During construction, two lanes of traffic (one in each direction) will be maintained.
Rehabilitation of the existing culvert will be accomplished in one construction season utilizing a single construction stage consisting of a long-term closure of the right shoulder on SR 796 Eastbound to facilitate construction access to the culvert from within the ramp in-field area.
Maintenance and Protection of Traffic during construction will implement short-term shoulder closures as required to facilitate construction activities. There may be short duration periods during material delivery via the temporary and permanent access roads. At no time will traffic be detoured. All traffic on Milford
Parkway within the project will always be maintained.
