FOREWORD
Efficient management of the Space Shuttle Program (SSP) dictates that effective control of program activities be established. Requirements, directives, procedures, interface agreements, and system capabilities shall be documented, baselined, and subsequently controlled by SSP management.
Program requirements controlled by the Manager, Space Shuttle Program, are documented in, attached to, or referenced from Volume I through XVIII of NSTS 07700.
This document is an extension of NSTS 07700, Volume X, Space Shuttle Flight and Ground Systems Specification. The certification requirements specified herein are applicable to both flight and ground systems at all launch, landing, and test sites utilizing SSP hardware. MSFC Drawing No. 20M02540 specifies the analytical methods to be employed in the design of flexhoses and bellows to preclude or minimize the effect of flow induced vibration. This document, NSTS 08123, specifies the requirements for certification which may necessitate flow testing. MSFC–SPEC–626 specifies the procedures for flow testing flexhoses and bellows. This requirement shall be implemented at each site and when necessary shall be reflected in both new and existing contracts.
All elements of the SSP must adhere to these baselined requirements. When it is considered by the Space Shuttle Program element/project managers to be in the best interest of the SSP to change, waive or deviate from these requirements, an SSP Change Request (CR) shall be submitted to the Program Requirements Control Board (PRCB) Secretary. The CR must include a complete description of the change, waiver or deviation and the rationale to justify its consideration. All such requests will be processed in accordance with NSTS 07700, Volume IV – Book 1 and dispositioned by the Manager, Space Shuttle Program, on a Space Shuttle PRCB Directive (PRCBD).

1.0 GENERAL
The occurrence of flow induced vibrations of metal bellows and flexhoses contained in fluid ducting systems has resulted in fatigue failures which have forced the premature shutdown of some critical fluid systems. These flow induced vibrations are a result of the coupling of vortex shedding from the convolutes with the natural frequencies of the flexible line. George C. Marshall Space Flight Center Drawing No. 20M02540, Revision E, Assessment of Flexible Lines for Flow Induced Vibration, provides a method for determining the susceptibility of metal bellows and flexhoses to flow induced vibrations.
The purpose of this document, NSTS 08123, is to provide the requirements for certifica-tion of metal bellows and flexhoses for use in the Space Shuttle Program.
Metal bellows and flexhoses with flow liners that preclude flow induced vibration are excluded from this specification. Flexhoses and bellows with steady–state flow of less than one second duration are also excluded from this specification.
The methods for certification, as identified herein, are based upon the philosophy of avoiding those flow ranges which produce flow induced vibrations.
1.1 SCOPE
This document specifies the requirements for certification of all metal bellows and flex-hoses located in flight and ground systems (Ground Support Equipment [GSE] and facilities) for flow induced vibrations. The MSFC Drawing No. 20M02540, Revision E, shall be used in conjunction with this document for analyzing a design for susceptibility to flow induced vibrations. For those bellows or flexhose designs (i.e., welded disc, ring reinforced, toroidal, etc.) which cannot be analyzed by the MSFC Drawing No. 20M02540, Revision E, some other approved analysis or testing must be done.
In determining the acceptability of hardware, the analytical procedures found in MSFC Drawing No. 20M02540, Revision E, can be considered of having two phases.
Phase I – Calculate the flow range at which coupling between flow vortices and the natural frequencies of the bellows or flexhose will occur.
Phase II – If Phase I predicts coupling, calculate the stress at the critical flow velocity to assess the life of the bellows or flexhose.
A flow chart is presented in Figure 1–1 and Figure 1–2 depicting the process for certifi-cation.
1.2 FLIGHT SYSTEMS HARDWARE REQUIREMENTS
The following requirements are applicable to all flight hardware regardless of criticality category. When Phase I predicts that no flow induced vibration due to coupling exists
NSTS 08123 1–1 CHANGE NO. 6Revision C over the operating flow range expected (± 10%), the hardware is acceptable for certifi-cation. When Phase I predicts coupling to occur in the operating flow range, a redesign is necessary to preclude flow induced vibration or a Resonant Flow Test is required to show an infinite life. This flow test to show infinite life shall consist of dwelling at the most severe resonant conditions until the number of cycles equivalent to four times the operational life have been accumulated at each resonance. If the bellows or flexhose survives this flow test (i.e., shows no indication of fluid leakage or detrimental damage), it can then be certified for flight.
EXCEPTION: Use of the LH2 external feed bellows and the LH2 internal bellows with three SSMEs at a power level up to and including 106%.
1.3 GSE AND FACILITY HARDWARE REQUIREMENTS
For all GSE and facility components where the Criticality is 1 or 2 (based on formal Failure Mode and Effect Analysis [FMEAs]) then certification is the same as for flight hardware (see Paragraph 1.2).
If the component Criticality is 3 or is non–critical and Phase I predicts coupling, Phase II shall be performed to determine the life of the bellows or flexhose. In performing the Phase II calculations a factor of 5 shall be applied to the corrected stress value (FISC) in MSFC Drawing No. 20M02540, Revision E. This factor of 5 is in addition to the uncertainty factors used in MSFC Drawing No. 20M02540, Revision E. If Phase II pre-dicts an infinite life, the bellows or flexhose can then be certified for use. However, the maximum operating flow velocity through the flexible line shall be limited as set forth in MSFC Drawing No. 20M02540, Revision E. If Phase II predicts a finite life, then a rede-sign is necessary to achieve a predicted infinite life or a Resonant Flow Test is required to show an infinite life. This flow test to show infinite life shall consist of dwelling at the most severe resonant conditions until the number of cycles equivalent to four times the operational life have been accumulated at each resonance. If the bellows or flexhose survives this flow test (i.e., shows no indication of fluid leakage or detrimental damage), it can then be certified for use.
It is recognized that ground systems may be Criticality 1 or 2 while their individual com-ponents may be Criticality 3 or noncritical.
1.4 RESONANT FLOW TEST
A Resonant Flow Test is defined as one in which the bellows or flexhose is instru-mented with strain gages, accelerometers, proximity probes and/or pressure pickups. A Resonant Flow Test consists of two parts. The first part is a resonance search test to determine if flow coupling occurs and, if so, at what flowrate and frequency. The second part is a resonance dwell test to determine the life of the flexible line while

Flexible Line – A metal bellows or flexhose assembly that joins two duct sections and permits relative motion between the ducts in one or more planes.
Operational Life – The time accrued when the number of missions is multiplied by the mission system operation time plus any ground checkout operations.

2. REQUIREMENT: Paragraph 1.2 FLIGHT SYSTEMS REQUIREMENTS, (and Paragraph 1.3 by reference) specifies as follows:
When Phase I predicts coupling to occur in the flow range, a redesign is necessary to preclude flow induced vibration or a Resonant Flow Test is required.
WAIVER: The use of the following items of equipment is authorized, for ETs –23, 27, 28, 29, 31 thru 41, and 46, based on past usage, as instrumented flow test or analysis.*

PD4800184 LH2 LH2 External Feed The argon jacketed bellows Bellows on the LH2 external feedline on MPTA has been visually inspected and photographed while loaded to detect evidence of bellows failure possibly caused by flow induced vibration. No failures have been found through SF–12.
PD4800177 LH2 LH2 Internal Strain gage measurements Bellows from instrumentation on the
LH2 internal bellows on MPTA have been analyzed for flow rates up to 102%. No flow induced vibration has occurred during testing through SF–12.
* The LH2 internal and external feedline bellows have infinite life up to and including 109% power level.

3. REQUIREMENT: Paragraph 1.2 FLIGHT SYSTEMS HARDWARE REQUIRE- MENTS. The following requirements are applicable to all flight hardware regardless of criticality category. When Phase I predicts that no flow induced vibration due to coupling exists over the operating flow range expected (± 10%), the hardware is acceptable for certification. When Phase I predicts coupling to occur in the operating flow
NSTS 08123 A–8 CHANGE NO. 13Revision C range, a redesign is necessary to preclude flow induced vibration or a Resonant Flow Test is required to show an infinite life. This flow test to show infinite life shall consist of dwelling at the most severe resonant conditions until the number of cycles equivalent to four times the operational life have been accumulated at each resonance. If the bellows or flexhose survives this flow test (i.e., shows no indication of fluid leakage or detrimental damage), it can then be certified for flight.
WAIVER: The use of the following items of equipment is authorized for external tanks 42–45, 47 and subs, based on past usage, instrumented flow test, or analysis.*
