Subject: Final Request for Proposal (RFP) 80JSC020R0031, Orion Main Engine (OME)

The National Aeronautics and Space Administration (NASA), Lyndon B. Johnson Space Center (JSC), is hereby issuing the Final RFP for qualified firms that meet the classification described below for the OME contract.

Offerors are advised to read all the Final RFP requirements contained herein in the RFP. The following information should be considered in proposal preparation.

ACQUISITION STRUCTURE:

The OME is a Single Award with Indefinite Delivery/Indefinite Quantity (IDIQ) contract with the issuance of Firm-Fixed Price (FFP) Task Orders (TOs). The OME has been assigned the North American

Industry Classification System code 336415.

The OME contract is anticipated to have a period of performance and an ordering period of 10 years and

7 months (November 1, 2020 through May 31, 2031). No phase-in period anticipated.

Throughout the Final RFP, the Government shall use “TBD” to designate a Government Fill-in and

“Offeror Fill-in (OFI)” to designate a section to be filled-in by the Offeror. The Government will update

Section H 1852.232-77 LIMITATION OF FUNDS prior to contract award.

ORGANIZATIONAL CONFLICTS OF INTEREST (OCI)

OME supports current and future programs and projects performed across the agency. There are multiple contractors and subcontractors that design, develop, manufacture, test, and evaluate human spaceflight hardware and software that the contractor team may be responsible for evaluating. This environment elevates the potential for OCI issues.

In accordance with the instructions in Section L.17.7, “Responsibility Considerations” for DRD OME-M-

012, Organizational Conflicts of Interest Plan ensure you describe in detail how you will identify and manage OCI issues.

ELECTRONIC ACCESS:

An electronic Technical Reference Library (TRL) is available for various types of historical data and other pertinent applicable documents and information regarding this procurement and its requirements. The OME electronic library is available within the RFP posting at https://procurement.jsc.nasa.gov/ome/ and at Governmentwide point of entry (GPE). To promote competition and understanding of the RFP, Offerors are encouraged to suggest any additional information they would like to see made available in the TRL.

The electronic library contains documents labeled “Controlled Access” that are either export controlled or are controlled for OME Interested Parties. To obtain access to the export controlled documents outlined in Attachment J-3, Applicable, Meet the Intent, Informational and Tailored Documents List , Offerors shall click the attachment in the electronic library to initiate the request with a “Reason for Access” and click “Submit”, then the offeror shall send an email to jsc-ome@mail.nasa.gov with a signed DD2345. If

Offerors do not have a DD2345, they can submit a request with an active Commercial and Government

Entity (CAGE) code number and statement that only U.S. person(s) as defined in Title 22 CFR 120.15 will have access to the export controlled data, unless a Trade Assistance Agreement or license has been approved to share the information. To obtain the controlled documents that are not export controlled, Offerors shall send an email to jsc-ome@mail.nasa.gov with the request.

PROPOSAL SUBMISSIONS:

Proposal submitted in response to this solicitation shall include the Offeror’s name and complete address, including street, city, state, and 9-digit zip code. Also, the telephone and e-mail address of the contact person responsible for the proposal shall be included in the proposal.

Offerors are required to have a Commercial and Government Entity (CAGE) code that matches the corporate address submitted with its proposal. Insert the company’s CAGE code in Block 15A on

Standard Form 33. Block 15A will appear next to the name and address of the Offeror.

Only one proposal per Offeror will be accepted. If more than one proposal is received from a single

Offeror, the Government will accept the last proposal received before the submission deadline. All other versions will be regarded as unacceptable. Additionally, all parties to a Joint Venture must sign the

Standard Form 33.

Offerors Must Deliver Their Proposal In Accordance With Section L.17.3 “Proposal Marking And

Delivery Through Large File Transfer”.

Proposals are due at NASA JSC no later than 1:30 p.m., Central Daylight Savings time on June 11, 2020.

Proposals that arrive after the prescribed time for receipt of proposals will be considered late and treated in accordance with Federal Acquisitions Regulation clause 52.215-1, “Instructions to Offerors-

Competitive Acquisitions.”

COMMUNICATION WITH INDUSTRY:

In order for answers and additional TRL information to be obtained and disseminated in a timely manner, questions and suggested TRL information must be submitted in writing by April 06, 2020 to ensure a response. The Government will not respond to questions or TRL requests for information that are marked as containing confidential, proprietary, competition sensitive, or business information.

All questions shall be submitted in writing to the Contracting Officer, Ashley H. Chaves, at ashley.h.chaves@nasa.gov. Please title the e-mail “Questions –80JSC020R0031 RFP” (or “Questions – 80JSC020R0031 TRL”) in the subject block. The Government will provide verification that questions were received via email.

Anonymous questions to the Contracting Officer are no longer allowable as of the release of this RFP.

The anonymous question link on the acquisition website was removed. All questions and answers in response to the RFP may be found on the Governmentwide point of entry (GPE).

The RFP does not commit the Government to award a contract nor does it obligate the Government for costs incurred in the preparation and submittal of proposals in anticipation of a contract in response to this

RFP.

Offerors are responsible for monitoring the GPE and the OME, https://procurement.jsc.nasa.gov/ome/, for any amendments to the Final RFP, additional information, or changes to the schedule. Information will be posted as it becomes publicly available.
